The Ha Noi Party Committee has issued Plan No. 341-KH/TU on the "Pilot Implementation of the Two-Tier Government Model", which will be trialed from June 20–26. The pilot is designed to test the effectiveness of the model through ten thematic areas and hypothetical scenarios, laying the groundwork for full-scale implementation on July 1, 2025.

According to the plan, the trial will provide practical data—such as administrative processing times, citizen satisfaction levels, and the success rate in handling assigned scenarios—to be reported to the Secretariat of the Party Central Committee and the Standing Board of the Ha Noi Party Committee before June 30, 2025.

From June 19, specialized training will be organized for officials and civil servants at newly established commune and ward administrations. The training covers the use of administrative procedure software, document management systems, and other digital tools essential to the new governance structure.

The model will be piloted at 126 new wards and communes, alongside 12 branches of the Ha Noi Public Administrative Service Centre and other administrative reception points across the city.

During the trial period, the two-tier government system will simulate real-world operations, including: Processing civil status documents (birth and death certificates, notarization, certified copies); maanaging interlinked procedures between commune/ward-level administrations and city-level agencies; handling unresolved cases and projects inherited from former district- and town-level administrations.

Receiving and responding to feedback from citizens and businesses via the iHa Nội app and public service counters.

Operating the city's online conferencing system to ensure smooth coordination between city and grassroots levels. Ten thematic groups of tasks have been assigned to test the system's resilience under different circumstances, such as: Managing official documents and emails across the political system; addressing administrative backlogs transferred from dissolved district-level offices; dealing with complex scenarios, including stalled construction projects due to missing permits or land disputes between units.

The trial aims not only to evaluate the technical and operational readiness of the new structure but also to equip officials and civil servants with the necessary knowledge and skills for effective governance under the two-tier model.

The Party Committee emphasized that the pilot must be carried out in a substantive and effective manner, ensuring leadership continuity and focusing on priority areas such as public services, Party building, livelihoods, socio-economic development, and national defense.

Specialized agencies and departments have been tasked with promptly addressing obstacles and providing guidance during the pilot to guarantee unified, uninterrupted operations once the model officially takes effect.

A preliminary review conference will be held on June 27 to assess lessons learned and guide the next stage of implementation./.
