Ha Noi promulgates regulations on cooperation in e-commerce management and development

VGP - The Ha Noi People's Committee issued Decision No. 41/2022/QD-UBND on the Regulation on coordination in management and development of e-commerce activities in Ha Noi, effective from November 28, 2022.

The Regulation specified contents of coordination in the management and development of e-commerce activities in Ha Noi within the city's scope, functions, tasks and authority as prescribed by law.

Subjects of application included the Department of Industry and Trade, departments, and agencies with management functions related to e-commerce activities; People's Committees of districts and towns of Ha Noi; related organizations and individuals in the area of Ha Noi.

Principles of coordination included ensuring compliance with the law, the State's regulations, and the city's regulations in the management and development of e-commerce.

At the same time, the coordination must be suitable to the characteristics and actual socio-economic development conditions and management capacity of each level and sector.

Management coordination should create maximum conditions for the district level to promote creativity, ensure necessary resources to perform and complete tasks and strengthen inspection and guidance.

Among 63 provinces and cities, Ha Noi was considered one of the most dynamic e-commerce development markets. Ha Noi has consistently ranked second in the country on the E-commerce Index for many years.

An outstanding solution was that the Department of Industry and Trade cooperates with the Ministry of Industry and Trade to inform, transfer technology, and connect businesses with cross-border e-commerce sites to export goods.

Businesses strongly developed online sales and payment applications in response to the epidemic and through stimulus programs.

Additionally, the Department of Industry and Trade coordinated with other departments and sectors to speed up the construction of logistics centres and warehouse systems to support the development of e-commerce./.
