Ha Noi’s international economic integration plan aims to enhance capital's standing

VGP - Ha Noi targets to attract approximately US$4.5 billion in foreign direct investment (FDI), welcome 8.6 million international tourist arrivals, and achieve 12 percent growth in merchandise exports this year.

This is part of the city's Plan No. 53/KH-UBND on international economic integration for 2026, aiming to promote rapid and sustainable growth while enhancing the capital city's standing.

The plan is based on key resolutions of the Politburo on the development of the capital, international integration, science and technology, digital transformation, innovation in lawmaking and law enforcement, and private sector development.

Under the plan, the capital city aims to significantly improve the investment and business environment; enhance the competitiveness of enterprises and products; diversify and expand export markets to reduce excessive reliance on traditional destinations; and accelerate economic integration across all fields of politics, culture, society, science and technology, and national defense and security.

Exports to markets covered by new-generation free trade agreements (FTAs) are expected to maintain strong growth, including 10–12 percent under the EU–Viet Nam Free Trade Agreement (EVFTA), 9–12 percent under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), 10–13 percent under the UK–Viet Nam Free Trade Agreement (UKVFTA), and 10–12 percent under the Regional Comprehensive Economic Partnership (RCEP).

The city also aims for 15–20 percent of its key exporting enterprises to obtain green and sustainability certifications, while maintaining and improving its ranking in the FTA Index.

Ha Noi continues to improve investment and business environment

Ha Noi will review, revise, and supplement legal documents to ensure consistency and compatibility with new-generation FTAs. The city will also effectively implement the revised Capital Law and develop breakthrough, city-specific mechanisms and policies to maximize the city's potential and competitive advantages.

Meanwhile, the city will continue improving the investment and business environment by raising the quality of key governance and competitiveness indicators, including the Provincial Competitiveness Index (PCI), Provincial Green Index (PGI), Provincial Governance and Public Administration Performance Index (PAPI), Satisfaction Index of Public Administrative Services (SIPAS), and Public Administration Reform Index (PAR Index).

It will also reduce business costs, accelerate digital transformation, and promote the settlement of administrative procedures regardless of administrative boundaries.

The plan places particular emphasis on supporting small and medium-sized enterprises (SMEs), developing industrial clusters and sustainable value chains, implementing the 2026–2030 flagship industrial products development program, and modernizing trade promotion through digitalization and green transformation to help businesses access international markets.

Ha Noi will also strengthen communication and public awareness of FTAs, produce publications and dedicated platforms on international integration, and promote the city's image as "Ha Noi-green destination."

In addition, the city will focus on developing a high-quality workforce, targeting a trained labor rate of 75.8 percent, including 55.5 percent of workers holding formal qualifications or professional certificates.

The plan also underscores the importance of ensuring social welfare, protecting the environment, fulfilling labor and environmental commitments under FTAs, and promoting the development of trade and services, industry, high-tech agriculture, tourism, and emerging economic models such as the digital economy, green economy, and circular economy.

The plan is expected to provide new momentum for economic growth, strengthen the city's competitiveness, and reinforce Ha Noi's role as a leading driver of international integration in Viet Nam's next stage of development./.
