The Ha Noi People's Council approved the policy at its session on October 28 as part of efforts to encourage childbearing and maintain the replacement fertility rate.

Under the resolution, each eligible couple residing in the capital who plans to marry will receive VND 1 million (approximately US$38) for premarital counselling and health checks at qualified medical facilities in accordance with guidelines of the Ministry of Health.

Women living in Ha Noi who give birth to two children before the age of 35 will be entitled to a one-time subsidy of VND 4 million.

The city will also provide financial incentives to communes and wards that achieve and sustain the target of having at least 60 percent of couples of reproductive age raise two children.

Specifically, localities meeting the target for three consecutive years will receive VND 30 million, while those maintaining the achievement for five consecutive years will be awarded VND 60 million.

Communes and wards with outstanding achievements may also be considered for commendations in accordance with the city's emulation and reward regulations.

The policy is scheduled to take effect in 2027. The city says funding would come from its municipal budget and other sources.

Ha Noi aims to control its population growth so it never exceeds 20 million people, even in the distant future, under the Vietnamese capital’s newly-approved master plan with a 100-year vision. Under the roadmap, Ha Noii’s population is projected to reach 14-15 million by 2035 and 15-16 million by 2045. By 2065, the city is expected to have between 17 million and 19 million residents. Beyond 2065, authorities aim to stabilize growth and ensure the population does not exceed 20 million.

Earlier, women in Ho Chi Minh City who give birth to two children before turning 35 have been eligible for a one-time payment of VND 5 million (approximately US$190) under a policy effective from September 1, 2025./.
