Ha Noi promotes inclusive financial ecosystem
VGP - The Ha Noi People’s Committee has issued Plan No. 323/KH-UBND on the implementation of the national financial inclusion strategy for the 2026-2030 period.
Under the plan, the city aims to ensure that all residents and businesses, particularly priority groups, have equal and comprehensive access to basic financial products and services.
The capital city considers financial inclusion not only an economic task but also an important tool for ensuring social progress and equity and strengthening the social security system for the capital's residents.
Priority groups in need of access to financial services include residents in rural, remote and isolated areas; poor and near-poor households; and households with average or low incomes.
Particular attention will be given to pupils and students, as well as collective economic entities such as small and medium-sized enterprises, cooperatives and household businesses.
Businesses owned by young people and women, as well as those involving disadvantaged groups and ethnic minorities, will receive greater support to ensure the strategy's inclusiveness.
Breakthroughs in digital finance and cashless payments
One of the plan's key objectives is to accelerate the development and provision of digital financial products and services. Ha Noi will encourage the use of digital banking through mobile devices, enabling residents in rural areas to conduct transactions conveniently without having to visit bank branches.
The city will also create an open and competitive environment for fintech companies and telecommunications enterprises to provide services and work with commercial banks to diversify financial solutions.
At the same time, the city will continue expanding the coverage of financial service outlets in remote and isolated areas and strongly promote cashless payments, which will not only make transactions more transparent but also create a foundation for household businesses and micro-enterprises to gain easier access to modern payment services, thereby improving their competitiveness in the digital economy.
The city will also support microfinance institutions and encourage socio-political organizations and local authorities to sponsor small-scale credit programs and projects, giving poor people greater access to capital for production.
To ensure effective implementation of the strategy, the city has committed to investing heavily in e-payment infrastructure. The city will prioritize the development of mobile and high-speed Internet infrastructure, ensuring broad coverage in ethnic minority areas and economically disadvantaged regions.
In particular, completion of the national population database will provide a foundation for delivering secure financial services. Under the digital citizen program and Project 06, residents will be encouraged to use e-identification accounts (VNeID) to make payments and access public services.
Alongside technical infrastructure, the city will also implement the national financial education program, with a view to equipping residents with essential knowledge about digital finance, spending management skills and, in particular, ways to protect themselves against risks in cyberspace.
Looking to the long term, Ha Noi's plan is closely aligned with its sustainable development goals. The city will encourage credit institutions to prioritize lending to green projects and circular economy projects.
Diversifying green credit products will help businesses and residents shift toward environmentally friendly production models and meet international governance and social standards.
Information security and personal data protection will be a top priority. Accordingly, the city will strengthen guidance and inspections on compliance with cybersecurity regulations in financial activities, helping ensure users' confidence as they participate in digital financial ecosystem./.
