In the context of nationwide efforts to realize the strategic goals set forth in Resolution No. 57-NQ/TW (December 22, 2024) of the Politburo and Resolution No. 71/NQ-CP (April 1, 2025) of the Government, the Capital has demonstrated strong political will, innovative approaches, and coordinated engagement across all levels and sectors to lead the way in building a knowledge-driven, innovative society.

Strong political will

On May 15, 2025, the Standing Committee of the Ha Noi Party Committee issued Decision No. 8602-QD/TU, updating the Action Plan to implement the Politburo's Resolution No. 57-NQ/TW. The move not only concretizes the Party's central policies but also underscores Ha Noi's determination to leverage science, technology, innovation, and digital transformation as driving forces for breakthrough development.

The plan clearly defines Ha Noi's stance: regarding science, technology, and innovation as core pillars to enhance competitiveness and build a modern, smart, and livable Capital.

Targets are ambitious. By 2030, Ha Noi aims to become Viet Nam's leading hub for scientific research, technology development, and innovation, and essentially a smart city integrated into the global smart city network. With a vision to 2045, the city aspires to position itself as one of Asia's leading science and technology centers, spearheading the knowledge economy and innovation across the region.

To achieve these goals, ten major groups of tasks have been identified, ranging from raising public awareness and improving policies, to developing digital infrastructure, human resources, and the digital economy, while ensuring data security and strengthening international cooperation. Responsibilities are clearly assigned to Party bodies, government agencies, and socio-political organizations. The Ha Noi Union of Friendship Organizations, in particular, plays a crucial role in fostering international cooperation and attracting foreign expertise.

The city's determination was reaffirmed on May 16, 2025, when the Ha Noi People's Committee issued Plan No. 139/KH-UBND to implement the Government's Resolution No. 71/NQ-CP. The alignment of central directives with local action reflects the Capital's comprehensive preparation to realize its aspiration of becoming a leading regional innovation hub and smart city.

In addition, Ha Noi's specialized agencies are advising the People's Council on adopting six new resolutions on science, technology, and innovation, creating a flexible legal framework to support emerging technologies, models, and products. The city will also announce major problem statements to attract enterprises to develop practical solutions, injecting fresh momentum into the Capital's development.

Awakening determination, spreading awareness

From the outset, Ha Noi recognized that digital transformation and innovation require broad social consensus. The city has launched extensive awareness campaigns through conferences, training sessions, thematic activities, and multi-platform digital media, generating new socio-political momentum.

The "Digital Literacy for All" campaign, launched in May 2025, has become a symbolic milestone in eliminating digital illiteracy, equipping citizens with essential digital skills, and encouraging widespread participation.

Community digital technology teams are bringing knowledge directly to neighborhoods, while the "Outstanding Digital Products" feature on iHanoi promotes local creativity. Municipal officials and civil servants have signed commitments to apply digital tools in their work, becoming "digital nuclei" within the government system.

Initiatives such as "Digital Citizens," "Market 4.0," and expanded online public services have brought tangible benefits, allowing citizens to directly experience the outcomes of digital transformation. 

Moreover, Ha Noi has aligned its campaigns with international observances such as World Creativity and Innovation Day, World Intellectual Property Day, and Viet Nam Science and Technology Day, helping to build a strong "digital culture."

Creating "Green channels" for enterprises

Ha Noi also acknowledges the need to overcome institutional, human resource, and infrastructure challenges in order to build a globally competitive innovation ecosystem.

The city has accelerated investment in digital infrastructure, upgrading IT systems, improving connectivity, and ensuring data interoperability. Its administrative procedures platform now connects with the National Population Database, reducing paperwork, shortening processing times, and improving public services.

The Local Government Service Platform (LGSP) plays a central role, linking Ha Noi with 14 national systems and databases, and two systems via the national document exchange hub, in compliance with technical standards. 

Since June 2025, the city has piloted shared information systems—including online conferencing, document management, email, and websites—across 126 newly established communes and wards, paving the way for a streamlined two-tier local government model.

Beyond public investment, Ha Noi promotes public–private partnerships (PPP) in digital infrastructure, shared laboratories, business incubators, and open innovation spaces to mobilize resources and enhance efficiency.

The city also emphasizes the "Triple Helix" model of cooperation among the State, academia, and investors. This model links policy support, training, research, and commercialization, thereby connecting knowledge with production and fostering a sustainable, innovative economy.

For high-tech investment, Ha Noi is actively working to improve incentives for Hoa Lac Hi-Tech Park, increase budget retention rates, establish science and technology urban models, and develop shared laboratories. These reforms are designed to create "green channels" for investment and innovation, turning institutional reform into a competitive edge.

As a result, Hoa Lac Hi-Tech Park has already attracted over 110 projects with a combined investment exceeding VND115 trillion, reinforcing Ha Noi's growing appeal to technology investors.

Toward a science and technology city

Looking ahead, Ha Noi is laying the foundation for a "science and technology city," where institutions, infrastructure, and human capital converge to form a comprehensive innovation ecosystem.

From awareness-raising campaigns to bold institutional reforms, Ha Noi has created the conditions for embedding a "digital culture" across society and establishing "institutional green channels" for enterprises. 

These steps pave the way for the Capital to secure its position as a national leader in in tech transformation
