Ha Noi launches 90-day campaign to enhance and improve quality of land data

VGP - Vice Chairman of the Ha Noi People’s Committee Nguyen Trong Dong has signed and issued Plan No. 252/KH-UBND on the implementation of a campaign to enhance and improve the quality of the national land database.

After being standardized, the data will be connected and synchronized with the National Land and Population Databases, thereby improving the efficiency of online public service delivery and land administration.

According to the plan, four key tasks will be carried out:

  1. Completion of the existing land database: Classify data into three categories – usable, to be corrected/verified, and unusable;
  2. Construction of land and housing data where no records exist: Collect documents (land use right certificates, citizen ID cards) from residents, digitize them, and input the data into the system. 
  3. Synchronization, connection, and sharing of a unified land database: Connect Ha Noi's land database with the National Land Database and relevant agencies. 
  4. Management and operation of the land database and online public services: Restructure administrative procedures to reduce paper documents, add land identification codes, and integrate them with the National Digital Address Platform.

The campaign will run for 90 days, from September 16 to November 30, 2025.

The Department of Agriculture and Environment has been tasked with building a detailed plan, providing technical guidelines, and overseeing implementation while collecting, updating, and standardizing data. It will also handle issues that may arise and advise the Ha Noi People's Committee on appropriate solutions.

Throughout the implementation process, the Ha Noi Police Department will serve as the focal point for receiving data from the Department of Agriculture and Environment in order to cross-check and verify the information against the National Population Database. 

At the same time, it will synchronize the data with the VNeID platform to support location identification and integration of citizens' digital documents.

Ha Noi also calls on land users and property owners to cooperate with local authorities by submitting all required documents, including land use right certificates and national/citizen identification cards, so that they can be collected and scanned as required./.
