Ha Noi looks towards digital government, economy by 2025

VGP – Ha Noi will focu s on developing digital infrastructure to pave the way for the building of digital government and digital economy by 2025, while targeting to be among the leading group in Southeast Asia regarding data science and artificial intelligence (AI).

The Ha Noi Party Committee has issued Plan No. 205-KH/TU concerning the implementation of the Politburo’s Resolution No. 52-NQ/TW on a number of guidelines and policies to proactively participate in the Fourth Industrial Revolution (Industry 4.0).

Under the plan, the Standing Board of the Ha Noi Party Committee has determined the overall goals of effectively utilizing opportunities brought about by Industry 4.0 and minimizing risks to promote the process of renewing the growth model, restructuring the economy in association with implementing strategic breakthroughs, and modernizing the economy, thus step by step building a smart city by 2025.

For specific objectives, Ha Noi determines that by 2025, it will basically complete the construction of the city’s e-government, towards the formation of its digital government. In addition, Ha Noi will develop a number of smart cities in the locality, and gradually develop important smart fields, towards building it as a smart city. 

Efforts will be made to complete the capital’s innovative startup ecosystem and develop the digital economy, the value of which is expected to represent 30% of Ha Noi’s gross regional domestic product (GRDP). The city’s labor productivity is also targeted to increase by 7-7.5% on average annually.

By 2030, Ha Noi strives to become an innovative startup center of the country; finalize digital transformation in its Party and State agencies, fatherland front committees and socio-political organizations; and basically complete the construction of digital government.

Moreover, Ha Noi aims to be a nucleus connecting the network of smart cities in the northern key economic region, as well as step by step connecting with the network of smart cities in ASEAN and striving to make the digital economy account for over 40% of the city’s GRDP. The local labor productivity is hoped to increase by an average of over 7.5% per year.

For the vision to 2045, Ha Noi will become one of Asia’s smart production and service, startup and innovation centers, with high labor productivity and capacity of mastering and applying modern technology in all fields, including socio-economy, environment, defence and security./.
