Ha Noi launches five urban railway lines, three rental housing projects

VGP - Ha Noi simultaneously broke ground on five urban railway lines and three rental housing projects, marking the largest infrastructure and social welfare investment initiative in the capital's history on June 22.

Politburo member and Prime Minister Le Minh Hung attended the groundbreaking ceremony, along with leaders of central ministries, agencies and the Ha Noi People's Committee.

Speaking at the event, Chairman of the Ha Noi People's Committee Vu Dai Thang described the projects as a major milestone in implementing the Politburo's Resolution No. 02 on Capital development, the 2026 Capital Law and the Ha Noi Capital Master Plan with a vision to 2125.

He said the projects demonstrate the city's determination to translate strategic policies into tangible development outcomes while creating new growth drivers, expanding development space and improving residents' quality of life.

The five urban railway lines have a combined length of about 303.5 kilometers and a preliminary investment of more than VND1.3 quadrillion (US$49.3 billion), making them the largest urban rail investment program ever launched in Ha Noi.

According to Thang, the projects mark the transition from developing individual metro lines to building a comprehensive and modern urban railway network for the capital. The network will connect Noi Bai International Airport, Ha Noi Station, Ngoc Hoi, Hoa Lac, Thu Lam, Co Loa, Ocean Park and other key development areas.

The city has assigned the Vinhomes–VinSpeed consortium as the EPC contractor for all five railway lines and aims to substantially complete the projects by 2030.

Thang emphasized that urban rail development is not only intended to ease traffic congestion but also to support transit-oriented development (TOD), improve land-use efficiency, strengthen regional connectivity and facilitate the capital's multi-polar, multi-center urban development model.

He noted that each railway line will create new transport corridors while opening up new development space and enhancing the city's long-term competitiveness.

The city also launched three rental housing projects with total planned investment exceeding VND30 trillion (US$1.14 billion). The projects will provide more than 8,000 apartments, including two developments financed with public resources and one private-sector project.

Thang said the projects mark the beginning of Ha Noi's long-term rental housing program, which aims to diversify housing supply, improve social welfare and gradually establish a professional, affordable and high-quality rental housing market.

Future rental housing communities will be integrated with urban railway lines, employment centers, educational institutions, healthcare facilities and public services to create modern and well-connected urban neighborhoods.

Calling the groundbreaking ceremony "only the beginning," Thang urged city agencies, investors, consultants and contractors to mobilize maximum resources, strengthen coordination and promptly address implementation challenges to ensure the projects are completed on schedule, with high quality, safety and investment efficiency.

He reaffirmed the city's commitment to delivering the projects on time, saying they will lay the foundation for sustained growth and help realize the vision of building a cultured, civilized and modern capital.

Representatives of the Vinhomes–VinSpeed consortium pledged to mobilize maximum resources, apply advanced technologies and work closely with authorities to ensure the railway and rental housing projects are delivered on schedule, with high quality, safety and efficiency.

Meanwhile, Him Lam Joint Stock Company committed to developing rental apartments with standards comparable to commercial housing while calling for continued support from central and local authorities to expedite project implementation./.
