Ha Noi fulfills energy-saving goals

VGP - Ha Noi has exceeded all of its energy-saving goals for the 2021–2025 period, achieving substantial reductions in consumption and power loss thanks to broad participation from households, businesses and public institutions, according to the municipal Department of Industry and Trade.

Under the city's Program on Economical and Efficient Energy Use, Ha Noi saved a total of 705.7 kTOE (kilo tons of oil equivalent)—equivalent to 8.26 percent of projected demand, well above the target of 5–7 percent. Power losses were cut to 3.4 percent, beating the 4 percent benchmark.

So far, 330 facilities and buildings have been recognized as "green energy users," while 12 received national awards for efficient energy use. Roughly 5,000 technical staff and energy managers have completed specialized training programs.

Energy-saving education has also expanded significantly: every school in Ha Noi now integrates lessons and campaigns on responsible energy use, surpassing the original target of 60 percent.

Businesses invest in modern technologies

The department said the results reflect rising awareness of energy efficiency and emissions reduction among both the public and the business community. Many enterprises have adopted high-performance equipment, advanced production technologies and modern management systems while phasing out outdated machinery—particularly in energy-intensive industries.

Nguyen Dinh Thang, Deputy Director of the Department of Industry and Trade, said the city has worked closely with relevant agencies to support energy audits and management systems at production sites. "These initiatives help enterprises cut energy use, improve efficiency and reduce average energy intensity across industries compared to previous years," he said.

At the community level, energy-saving campaigns have become routine in local programs. Authorities encourage households to adopt simple, low-cost practices—adjusting air-conditioner temperatures, optimizing refrigerator settings, unplugging unused devices and turning off unneeded appliances.

Nguyen Ngoc Lan of Ngoc Ha Ward said she began using eco-friendly settings and unplugging electronics when not in use, which helps reduce power bills and improve household safety.

Despite strong progress, challenges remain. Frequent staff turnover among corporate energy managers disrupts continuity, many facilities still struggle to accurately track efficiency levels, and high initial investment costs hinder the adoption of advanced technologies.

To address these issues, the department plans to expand training and technical support for industrial producers, construction operators and households. It will continue assisting enterprises with energy audits, management systems and practical, cost-effective solutions.

New goals for 2026–2030

Each year, Ha Noi aims to reduce total electricity consumption for each field by at least 2.2 percent, including industry, commerce and services, construction, management and consumption, and agriculture–forestry–fishery. It also aims for 100 percent of enterprises in industrial parks and clusters, rural industrial facilities, and traditional craft villages to have access to and apply energy-saving solutions and efficient energy use.

By 2030, Ha Noi expects to reduce fuel consumption in transportation by 5 percent compared to projected demand. Around 330 facilities and construction works will be recognised for using green and energy-efficient solutions. Each year, at least two to three construction works will be granted national-level certification for green and energy-efficient works.

Additionally, the city plans to provide training and guidance for about 5,000 technical staff and energy managers in industrial and construction facilities and to train and grant certifications for 250–300 energy managers.

To achieve these targets, the Ha Noi Department of Industry and Trade stated that the city will continue reviewing, building, and improving mechanisms and policies in the field of energy saving as well as providing technical and financial support for production, manufacturing, renovation, and conversion of vehicles, equipment, machinery, production lines, construction works, public lighting, transportation, and energy-saving in households.

At the same time, the city will enhance scientific research and technological development in saving and effective energy use and strengthen international cooperation in this field.

Ha Noi will continue implementing measures to raise public awareness while intensifying inspection, supervision, guidance, and evaluation of the results of implementing legal regulations on energy use./.
