The Ha Noi's Party leader made the remark while delivering his inaugural address on November 4 in Ha Noi.
"Ha Noi's true strength lies not only in its scale or resources but in the trust, wisdom, creativity and unity of its people," Nguyen said.
Expressing deep gratitude for the Politburo's confidence, the new Secretary described the assignment as both an honor and a profound reminder of his duty to serve with integrity and dedication. He thanked the Politburo, the Party Central Committee's Secretariat, and particularly Party General Secretary To Lam, for their trust and guidance throughout his career, affirming that "a Party official must always place the interests of the Party and the people above all else, ready to undertake and fulfill any mission assigned."
Recalling his early years as a Ha Noi police officer, Nguyen said those experiences shaped his understanding of dedication, discipline and public service. "Despite my years working in central agencies, Ha Noi has always remained a source of pride and spiritual strength," he said. "Today, as I return to Ha Noi under the Party's assignment, I come back with the heartfelt wish to dedicate myself wholly to the capital's development."
He expressed gratitude to the generations who have guided and supported him, affirming his belief that together, "we will usher in a stronger phase of growth worthy of our thousand-year-old heroic capital."
Carrying forward the Party's trust
Nguyen reaffirmed his deep awareness of Ha Noi's special role as the nation's heart — a political, cultural and historical center where the country's aspirations converge. He said his appointment was "both a great honor and a heavy responsibility," and pledged to thoroughly follow the instructions of General Secretary To Lam, including the strategic directions given during four previous working sessions with the Ha Noi Party Committee and the seven key tasks outlined at the 18th Ha Noi Party Congress.
"I vow to work with full dedication, fairness and courage, to act decisively and effectively alongside the Party Committee, authorities and people of Ha Noi," he said. "As the General Secretary has directed, Ha Noi must say what it does, act quickly, correctly, efficiently and to the very end."
A united effort for a modern and cultured capital
Secretary Nguyen pledged to uphold unity, solidarity and consensus within the Party Committee, taking people as the center and measure of all development. He underscored the need to combine words with action and to enhance local leadership, responsibility and accountability.
Under his direction, the Ha Noi Party Committee will continue implementing the Politburo's Resolution No. 15-NQ/TW on the capital's development orientation to 2030, with a vision toward 2045, along with the resolutions of the 18th Ha Noi Party Congress.
The city will focus on building a clean, strong and exemplary political system, reforming leadership methods, strengthening discipline, fostering innovation and creativity, and promoting scientific research, digital transformation and green growth. At the same time, it will strive to improve living standards, preserve Ha Noi's cultural identity, and ensure social order and security.
"I fully understand that Ha Noi's strength lies in the trust, intelligence, creativity and unity of its people. No success is born from individual effort alone — only through solidarity and shared commitment can we achieve great things," he said.
Nguyen called on all Party members, civil servants, armed forces, businesses, intellectuals, artists, workers, students and overseas Ha Noians to contribute ideas, creativity and energy to the capital's development.
"Every ward and commune should promote self-reliance and innovation; every Hanoian should uphold the pride, awareness and responsibility of a cultured, civilized and gracious citizen," he urged.
While acknowledging the challenges ahead, the new Secretary expressed confidence that, under the Party's leadership and with Ha Noi's strong traditions and resilience, the capital will continue to advance as "the heart of the nation, a symbol of faith and a source of pride for every Vietnamese."
He also expressed appreciation to his predecessor, Bui Thi Minh Hoai, for her wholehearted dedication and significant contributions to Ha Noi's achievements, expressing hope that she will continue to support the city's development in her new role.
According to the Politburo's decision, Politburo member Bui Thi Minh Hoai, who previously served as Secretary of the Ha Noi Party Committee and Head of the city's National Assembly delegation, has been relieved of her duties as Ha Noi Party Secretary and appointed to join the 13th Party Central Committee's Secretariat. She has also been assigned as Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations for the 2025–2030 tenure. /.
