National Assembly deputies urged to fulfill commitments to voters
VGP - Ha Noi's delegation of National Assembly (NA) deputies should continue monitoring the implementation and the fulfilment of commitments made to voters, with both the delegation and each individual deputy taking responsibility for issues affecting the capital, said General Secretary and President To Lam.

The top leader made the request at a meeting on October 15 between Ha Noi's NA delegation and standing members of the municipal People's Council, People's Committee, Viet Nam Fatherland Front Committee and other city agencies to prepare for the second session of the 16th National Assembly.
He stressed the need to translate the Party's decisions into concrete actions and strengthen national development governance. Draft laws must be reviewed within an overall policy framework, ensuring that investment-friendly regulations are supported by a coherent legal system covering land, planning and construction.
The assignment of additional responsibilities to grassroots authorities must be accompanied by adequate powers, resources and implementation conditions. Overlaps among laws, administrative levels and sectors must also be clearly identified and resolved, he said.
To improve legislative quality and protect people's legitimate rights and interests, draft laws on land, housing, real estate business, investment and bidding must address problems arising from practical implementation. Policies should facilitate production and business activities while ensuring fairness and effective management of public resources, To Lam noted.
In the fields of criminal law, criminal procedure and the organization of investigative agencies, efforts to combat crime must go hand in hand with safeguards for human rights, measures to prevent wrongful convictions and mechanisms to control the exercise of power.
Regarding the proposed pilot mechanism for recovering and handling assets linked to criminal activity without a criminal conviction, he called for clear legal grounds, defined authority and transparent procedures. The mechanism must also ensure the right to adversarial proceedings and provide safeguards for the legitimate rights and interests of bona fide third parties.
New policies should be accompanied by thorough explanations of their legal basis and safeguards, he emphasized.
The General Secretary and President also stressed that budget planning and policy decisions aimed at achieving high economic growth must be aligned with macroeconomic stability and improvements in people's living standards. As the national capital, Ha Noi should capitalize on its position and practical experience to contribute to refining national policies.
At the meeting, municipal leaders reported on measures to achieve economic growth of at least 11 percent in 2026, provided an initial assessment of the implementation of powers assigned under the 2026 Capital Law, and presented proposals and recommendations for the upcoming NA session.
Ha Noi posts double-digit growth in Q3
Ha Noi's economy recorded a strong performance in the third quarter of 2026, with gross regional domestic product (GRDP) expanding by 10.02 percent, surpassing the national growth rate of 9.95 percent.
This marked the capital's first double-digit quarterly growth rate this year and its highest quarterly growth performance. GRDP growth in the first nine months of 2026 was estimated at 8.85%, compared with 7.92 percent in the same period last year.
Concluding the meeting, Tran Duc Thang, Politburo member, Secretary of the Ha Noi Party Committee and head of the city's NA delegation, affirmed that the delegation would carefully consider all contributions, particularly the guidance and orientations provided by the General Secretary and President, in preparing for the upcoming session.
The delegation will coordinate closely with relevant agencies to ensure the effective implementation of the proposed measures, with the ultimate goal of building a cultured, civilized, modern and happy capital, improving people's living standards and promoting social equity, he said./.
