Ha Noi to offer tuition support for private school students from 2025

VGP - Ha Noi plans to provide tuition subsidies for students at private and semi-private schools starting from the 2025–2026 academic year, aiming to promote educational equality and ease the financial burden on parents.

According to a draft resolution by the Ha Noi People's Council, pupils at private and semi-private institutions may receive up to nearly VND2 million (US$80) in tuition support per school year. If approved, the policy will take effect from the 2025–2026 academic year onward.

Under the proposal, preschool, primary, and lower secondary students will receive VND155,000 (US$6.3) per month, while upper secondary students will receive VND217,000 (US$8.8) per month.

For online learning, the support level will be 75 percent of the in-person rate—equivalent to VND116,000 (US$4.7) per month for preschool, primary, and lower secondary levels, and VND163,000 (US$6.6) for upper secondary students.

The support will not apply to high-quality schools. In total, each student at a private school will receive between VND1.3 million (US$53) and VND1.9 million (US$80) per school year, depending on their grade level. A school year in Vietnam typically runs for nine months, from early September to the end of May.

The initiative aligns with the Government's new tuition exemption policy for public school students and aims to ensure equal access to education across all types of institutions.

According to the Ha Noi Department of Education and Training, the city will have nearly 3,000 schools serving about 2.3 million students in the 2025–2026 academic year, including 630 private schools—accounting for more than 21% of the total.

As tuition fees at private schools are generally much higher than at public ones, the proposed subsidies are expected to help ease parents' financial pressure.

Earlier, the Government issued Decree No. 238/2025/ND-CP on tuition policies, exemptions, reductions, and financial support for education and training services. A key provision of the decree allows preschool and general education students at private institutions within the national education system to receive tuition support at rates determined by provincial People's Councils.

This marks a significant step toward ensuring equitable access to education and helping all students—whether in public or private schools—benefit from fair and sustainable educational opportunities.

At the beginning of the 2025–2026 school year, Ha Noi also implemented full tuition exemptions for students at public schools across the city./.
