Ha Noi to merge and consolidate 14 public colleges and intermediate schools

The move is outlined in a plan signed by Chairman of the Ha Noi People's Committee Vu Dai Thang on July 27, which sets out the restructuring of the city's public vocational education institutions, continuing education centers, and universities.

Five institutions will remain independent while undergoing internal restructuring: Ha Noi College of Arts, Ha Noi High-Tech College, Ha Tay Community College, Ha Noi General Vocational Secondary School, and Ha Noi Vocational Secondary School of Public Transport. The latter two vocational secondary schools will prepare proposals to upgrade into multidisciplinary colleges.

The remaining 14 colleges and intermediate schools will be merged.

The restructuring aims to shift from a traditional "education management" approach to a "development-oriented education management" model by reorganizing the network of vocational education institutions, improving access for learners, and enhancing the quality of education and workforce training.

The plan also seeks to modernize school governance, optimize the use of facilities and human resources, expand training capacity, and streamline administrative structures by reducing management positions while increasing the number of teaching staff. It encourages the development of a "main campus with satellite campuses" model and the establishment of larger, multidisciplinary vocational education institutions.

The reorganization will be carried out in line with the functions and missions of each institution, relevant central government policies, and the national master plan for vocational education for 2021–2030 with a vision to 2045, as well as the Ha Noi Capital Master Plan. Authorities pledged that the process will be conducted in a democratic, transparent, scientific, and prudent manner.

The city will prioritize restructuring, upgrading, improving operational efficiency, or merging institutions with similar or complementary training programs and favorable geographical locations. Following the reorganization, schools must meet all legal requirements for establishment, with the exception of specialized institutions such as Ha Noi College of Arts. They are expected to operate as multidisciplinary institutions with stronger resources, larger enrollment capacity, and continued financial autonomy for recurrent expenditures.

During the transition, merged schools will retain their existing campuses, facilities, assets, financial mechanisms, and personnel to ensure uninterrupted operations.

In addition, the city will consolidate 29 vocational education–continuing education centers into 14 centers. Once the central government issues detailed regulations on vocational high schools, five of these centers will be converted into vocational high schools.

The mergers will be implemented by geographical clusters, including the inner city, North, East, West, Southwest, Northwest, South, and Red River regions.

Meanwhile, Ha Noi Capital University will retain its current organizational structure while continuing its development into a key institution for training high-quality human resources to support the Capital's sustainable development.

The city will continue implementing the project on developing Ha Noi Capital University through 2030, with a vision to 2045, in line with Politburo Resolution No. 71-NQ/TW./.
