The plan comes as the global economy gradually recovers but continues to face uncertainties. The city considers exports one of the key drivers of economic growth and aims to promote science and technology, digital transformation and innovation to foster sustainable export development.

Under the plan, Ha Noi seeks to develop exports in a balanced and sustainable manner by diversifying both export products and markets while promoting green trade, environmental protection, climate change adaptation and the digital economy.

By 2030, high-tech products are expected to account for more than 50 per cent of the city's total export value, contributing to improved business competitiveness and supporting the capital's goal of achieving double-digit GRDP growth.

Diversifying export markets

Market diversification is among the plan's top priorities to reduce dependence on traditional export destinations.

Ha Noi will continue to strengthen exports to major markets, including the United States, the European Union (EU), Japan, the Republic of Korea, China and ASEAN through trade promotion activities, business networking, product showcases and the expansion of distribution networks.

At the same time, the city will step up efforts to tap potential markets in the Middle East, South Asia, Africa and Latin America while making effective use of new-generation free trade agreements to expand market share, reduce tariff barriers and enhance the competitiveness of Vietnamese exports.

The city also plans to strengthen its market information system and improve early warning mechanisms for trade remedy cases to help businesses meet increasingly stringent international standards.

Developing key export industries

The plan prioritizes industries with strong competitive advantages and significant contributions to export turnover, including computers, electronics and components; machinery and equipment; textiles and garments; footwear; wood and wood products; agricultural products and processed foods; handicrafts; and supporting industries.

Ha Noi will encourage enterprises to adopt advanced technologies, expand production, increase deep processing, and develop green products, creative cultural products and One Commune One Product (OCOP) goods for export.

Greater emphasis will also be placed on branding, intellectual property protection and geographical indication registration to enhance the value and global recognition of products from the capital.

Promoting digital transformation and modern logistics

The city will roll out tailored support measures for different groups of exporters, including foreign-invested enterprises, large domestic firms, small and medium-sized enterprises, traditional craft villages, OCOP producers, logistics providers and cross-border e-commerce businesses.

Enterprises will be encouraged to apply advanced technologies, automation, modern management systems, electronic traceability solutions, international standards and cross-border e-commerce platforms to improve productivity, product quality and export efficiency.

Ha Noi also plans to accelerate the development of a modern logistics system by investing in warehouses, bonded warehouses, inland container depots (ICDs), multimodal logistics centers, and regional transport connectivity while promoting green logistics to lower costs and improve business competitiveness.

Improving the business environment

To facilitate export activities, the city will continue to streamline administrative procedures, expand online public services, improve access to credit, promote electronic customs clearance and reduce transaction costs for businesses.

It will also strengthen workforce training in international trade, export management, data analytics, risk management and cross-border e-commerce.

Meanwhile, efforts will be made to improve State management, enhance the use of import-export data, strengthen market forecasting and reinforce coordination among relevant agencies to provide better support for the business community.

By promoting green growth, digital transformation, innovation and deeper international integration, Ha Noi aims to build a modern export ecosystem, increase the value of its products, expand its presence in global markets and reinforce its role as the country's leading center for economic development, science and technology, and innovation in the new development period./.
