Ha Noi strengthens management of foreign residents
VGP - Since 2018, Ha Noi has recorded more than 23 million entries by foreign nationals who declared their temporary residence, with an average of around 100,000 foreign nationals staying in the capital each day.

The Ha Noi People's Committee Office issued Notice No. 1018/TB-VP dated October 21, 2026, conveying the conclusions of municipal Vice Chairman Do Anh Tuan at a conference reviewing the management of foreign nationals' residence and activities, as well as the management of activities involving Vietnamese citizens travelling abroad.
Do directed relevant agencies to strengthen the management of foreign nationals, enhance information sharing and conduct inspections of their actual activities, stressing that management must go beyond temporary residence declarations.
Municipal departments, agencies and grassroots authorities are responsible for regularly updating and sharing with the Ha Noi Police information concerning foreign nationals within their respective areas of responsibility; the appraisal and verification of permit applications; changes in the locations, scope and operational status of organizations and businesses; and any incidents that arise.
Information sharing must directly support management efforts, with particular emphasis on cross-checking licensing, entry and residence data against the actual activities of foreign nationals, organizations and businesses.
Any inconsistencies in the information or signs of violations must be promptly verified and clarified./.
