Ha Noi strengthens foreign affairs role, mobilizes int’l resources for sustainable development

Chairman of the Ha Noi People's Committee Vu Dai Thang made that above statement while addressing the 33rd Diplomatic Conference which took place in Ha Noi on August 1.

Key driver of development

In his remarks, the Chairman stated that the 14th National Party Congress and resolutions of the Politburo have called for elevating Viet Nam's foreign affairs through a proactive, comprehensive, practical, and effective approach to foster a peaceful and stable environment while effectively mobilizing external resources for national development.

Based on this orientation, he emphasized that foreign affairs and international integration have become one of the key drivers of Ha Noi's economic growth, helping to expand markets, attract high-quality investment, acquire advanced technologies, and enhance the city's investment appeal.

To date, the capital city has established cooperative relationships with 58 capital cities and major cities worldwide, creating an important foundation for expanding international cooperation and attracting resources for development.

Last year, the city attracted US$4.29 billion in foreign direct investment (FDI), remaining among the country's leading localities.

During the first six months of 2026, Ha Noi's Gross Regional Domestic Product (GRDP) grew by 8.22 percent, while FDI inflows reached US$3.39 billion, approximately 75 percent of the annual target. International tourist arrivals totaled 3.5 million, an increase of 36.2 percent compared to the same period last year.

Maintaining its title as the "City for Peace" and participating in UNESCO's Creative Cities Network and Global Network of Learning Cities continues to affirm Ha Noi's position as a dynamic, innovative, culturally rich, and sustainably developing metropolis, while promoting Viet Nam's image to the international community.

Ha Noi to effectively mobilize international resources in key areas

According to the Chairman, the capital city has worked closely with the Ministry of Foreign Affairs in implementing the Party's major policies on foreign affairs and international integration.

The city has also coordinated in drafting the revised Capital Law, improving mechanisms and policies related to international integration, and signing the 2026–2030 coordination regulations between the Standing Committee of the Ha Noi Party Committee and the Standing Committee of the Party Committee of the Ministry of Foreign Affairs.

These efforts have strengthened the linkage between national diplomacy and local external relations, enabling Ha Noi to effectively mobilize international resources in key areas such as economic diplomacy, science and innovation diplomacy, cultural diplomacy, and overseas Vietnamese affairs.

The Chairman expressed confidence that the newly signed coordination regulations for the 2026–2030 period will provide an important foundation for both sides to further improve cooperation in foreign affairs and international integration.

Based on this framework, Ha Noi is currently working with the Ministry of Foreign Affairs to develop an implementation plan for 2026–2030, with a primary focus on formulating the Ha Noi foreign affairs strategy through 2030.

Three strategic priorities

To achieve the goal of building a "Cultured – Civilized – Modern" capital, Vu called on the Party Central Committee, the Ministry of Foreign Affairs, and relevant ministries and agencies to continue supporting Ha Noi in further elevating the capital's external relations in a more practical and effective manner by improving the implementation of international cooperation agreements and creating new momentum for Ha Noi's development.

He underlined the need to strengthen economic diplomacy and science and technology diplomacy by helping Ha Noi connect with strategic partners, technology corporations, financial institutions, and major investors to implement key projects while supporting Hanoi-based enterprises in expanding into international markets and making effective use of new-generation free trade agreements.

He called on diplomatic agencies to help the capital city enhance connections with overseas Vietnamese intellectuals, experts, and entrepreneurs, while expanding cooperation with research institutes, universities, and international organizations to attract knowledge, technology, and innovation that will support the capital's development.

Entering a new era, Ha Noi is determined to continue promoting its role as the thousand-year-old capital, the nation's political and administrative center, and a key hub for foreign affairs, told the official.

The city will proactively pursue comprehensive international integration and build a modern, professional, practical, and effective foreign affairs system, contributing together with the whole country to achieving the development goals for 2030 and the vision toward 2045, the Chairman affirmed./.
