Ha Noi sets ambitious growth vision for 2025–2030
VGP - Ha Noi has approved a new Resolution outlining its breakthrough growth strategy for 2025–2030, emphasizing innovation, sustainable urban governance, and human-centered development. The strategy follows guidance from Party General Secretary To Lam at the 18th Congress of the Ha Noi Party Committee for the 2025–2030 term.

The Resolution was issued after the Congress, held from October 15–17, which brought together 550 official delegates representing nearly 500,000 Party members citywide.
Vision and goals for 2025–2030
Ha Noi aims to lead by example in implementing key Party and State policies, leveraging its advantages to become a socialist capital worthy of its political-administrative role, and a major hub for economics, culture, education, science, and international integration.
The Resolution emphasizes rapid and sustainable growth through green and digital transformation, a circular economy, and smart urban planning, aiming to build a modern, green, and livable capital. Ha Noi's thousand-year-old cultural heritage will serve as a foundation for sustainability, while innovation will drive growth.
Economic and social development will be balanced with environmental protection and climate adaptation, alongside maintaining defense, security, and international integration. The city also plans to strengthen governance, decentralization, and accountability, enhance anti-corruption efforts, and reform administrative processes with citizens and businesses at the center.
Development targets
By 2030, Ha Noi seeks to become a "Civilized – Cultured – Modern" capital: green, smart, globally connected, and competitive, on par with regional developed capitals. By 2045, it envisions a globally integrated city with a high standard of living and per capita GRDP exceeding US$36,000.
The Congress directed the Ha Noi Party Committee to focus on seven key tasks from Party General Secretary To Lam, including building a strong political system, fostering Ha Noi's cultural identity, addressing urban congestion and pollution, developing a multi-centered city model, promoting policy and innovation hubs, ensuring human-centered governance, and safeguarding national defense and security. These will be implemented through the Action Program of the 18th Congress and related projects.
Key breakthrough areas
The Congress highlighted three areas for breakthrough development:
Institutional Development: Implement the Capital Law, create special mechanisms to mobilize resources, and promote innovation, digital transformation, and cultural and healthcare industries.
Human Resources: Attract and develop talented leaders, scientists, and experts through transparent, incentive-driven mechanisms that encourage creativity and accountability.
Modern Infrastructure: Expand integrated transport networks, digital infrastructure, and innovation ecosystems; promote transit-oriented development (TOD) and underground space expansion to enhance sustainability and competitiveness.
The Resolution underscores Ha Noi's ambition to become a modern, innovative, and sustainable capital, setting a new benchmark for growth and development in Viet Nam.
