Ha Noi rolls out measures to secure double-digit growth rate in 2026

VGP – Ha Noi assigned specific tasks to departments, agencies and local authorities, focusing on key growth drivers including industry, construction, trade, services, tourism and public investment disbursement, as the capital strives to achieve double-digit economic growth in 2026.

Chairman of the Ha Noi People's Committee Vu Dai Thang signed Directive No. 17/CT-UBND outlining the city's growth scenario and key measures to realize its Gross Regional Domestic Product (GRDP) growth target in the second half of 2026.

The Directive reviews the city's socio-economic performance during the first six months of the year, identifies bottlenecks requiring immediate resolution, and reiterates the need to fully implement directives of the Party Central Committee, the Politburo, the Government and the Ha Noi Party Committee on achieving double-digit growth.

It describes meeting the 2026 GRDP growth target as the city's top political priority for the remainder of the year.

The city will adopt a results-based governance approach, managing by objectives, operating on data, evaluating performance through outcomes, and monitoring implementation based on measurable deliverables. Each task will be assigned clear targets, responsible agencies, deadlines and expected outputs.

Authorities are also required to strictly implement the principle of "one task – one focal agency – one accountable person – one deadline – one specific outcome," while eliminating buck-passing, delays and ineffective coordination.

Heads of agencies and localities will be held fully accountable to the Chairman of the municipal People's Committee for the implementation of assigned targets and tasks.

Ha Noi targets annual GRDP growth of at least 11 percent in 2026. To achieve this goal, the city projects GRDP growth of 13.44 percent in the second half of the year, including 12.54 percent in the third quarter and 14.26 percent in the fourth quarter.

The Department of Industry and Trade has been tasked with supporting businesses and accelerating the development of four priority industrial sectors: high-tech processing and manufacturing, supporting industries, electronics, semiconductors and automation, and digital industries. The city will also speed up the development of industrial clusters, promote eco-industrial parks, and attract high-tech, green manufacturing, research and development (R&D), and logistics projects.

The Department of Construction has been instructed to cut administrative processing time by at least 30 percent, closely monitor key projects, ensure adequate construction material supplies and stabilize prices. The city plans to launch or continue construction of 144 social housing and housing projects for the armed forces, 159 commercial housing and urban development projects, three rental housing projects and eight old apartment renovation projects.

To boost trade and services, Ha Noi will organize at least one large-scale trade promotion or supply-demand matching event every month, expand e-commerce and the digital economy, and promote OCOP and key industrial products. The city also plans to establish three cultural industry centers, one trade and cultural development zone and two night-time economy models while developing new tourism products, including MICE, night-time, medical and agricultural tourism.

In education and healthcare, the city will reorganize public educational institutions to better match demand and prevent school overcrowding while strengthening training in digital skills, artificial intelligence and foreign languages. The healthcare sector will prioritize specialized and smart healthcare services, expand electronic medical records and telemedicine, and encourage greater private-sector participation.

Local authorities and project investors have been instructed to prepare weekly and monthly disbursement plans, accelerate construction under a "three shifts, four crews" model where appropriate, expedite site clearance and strictly address delays caused by subjective factors.

The Department of Construction and the State Treasury's Region I Office will streamline project acceptance and payment procedures to facilitate faster public investment disbursement.

Ha Noi aims to disburse at least 95 percent of its public investment plan by December 31, 2026. The Department of Finance has been tasked with publishing disbursement progress for each project and investor, reallocating capital from slow-disbursing projects to those with stronger implementation capacity, and imposing sanctions on project owners and contractors responsible for delays./.
