VGP - Ha Noi has focused on five key green transport solutions to help residents adapt to the low-emission zone model while contributing to reducing environmental pollution and developing a greener and more sustainable urban transport system.

First, the city will develop its public passenger transport system by adjusting bus routes to better meet travel demand while expanding electric bus services connecting the city center.
The capital city also plans to provide certain public transport services free of charge to encourage greater use of public transportation, particularly in the urban core.
Second, to improve access to public transport, the city will increase the number of public bicycle and motorcycle parking facilities, including stations for the public bicycle-sharing system, making it easier for people to travel within the central area.
Third, Ha Noi will establish park-and-ride facilities where residents can conveniently and safely switch from private vehicles to public transport. These parking facilities are expected to be offered free of charge.
Fourth, authorities will install a comprehensive system of traffic signs, with priority given to traffic guidance during the initial implementation phase to ensure smooth and safe traffic flow while minimizing congestion on the roads surrounding the low-emission zone.
Fifth, the city will accelerate the installation of electric vehicle charging stations and battery-swapping facilities, creating favorable conditions for electric vehicles to operate in the city center.
The low-emission zone within Ha Noi's Ring Road No. 1 project officially took effect on July 1. Under the roadmap, the city will begin with a pilot implementation in the Old Quarter and the areas surrounding Hoan Kiem Lake before gradually expanding to Cua Nam and eventually the entire Ring Road No. 1 area.
The initiative represents not only an environmental policy but also a shift in Ha Noi's urban development strategy toward green mobility, sustainable development, and a people-centered approach.
To ensure the policy is effectively translated into practice, Ha Noi has been implementing a range of coordinated measures. One of the key solutions is to adjust and expand the public transport network while improving service quality.
As these measures are implemented in tandem, residents will have more convenient, safe, and cost-effective travel options. This will also lay a solid foundation for Ha Noi to gradually achieve its goals of developing green transportation and building a sustainable urban environment.
Deputy head of the transport infrastructure management division under the Department of Construction, Luong Duc Thang said, the implementation of the low-emission zone in Hoan Kiem Ward would significantly affect residents' daily lives and commuting patterns.
