Ha Noi rolls out breakthrough policies to spearhead science, technology, and innovation

The 16th Ha Noi People's Council, term 2021-2026, held its 26th session - a thematic session

At the session on September 29, the Ha Noi People's Council passed a Resolution on several policies for the development of science and technology in the capital. The Resolution outlines various support mechanisms and incentives for businesses, organizations, and individuals, aiming to foster an ecosystem for innovation along with contribution to making Ha Noi a leading center for science and technology of the nation.

A comprehensive policy framework for key science and technology missions

The Resolution specifies a number of policies aimed at promoting the development of science and technology in Ha Noi, including: policies for key science and technology missions, policies supporting scientific research, and policies for application of transferable scientific and technological advancement, in accordance with the Law of the Capital.

The key areas of science and technology, as defined by the Ha Noi People's Council, include: smart cities, smart education, smart healthcare, financial technology and high-tech agriculture.

The Ha Noi People's Committee recognized science and technology missions which do not require budget from the city as key missions of the Capital, provided they meet the required conditions. The Ha Noi People's Committee specifies the conditions and procedures for commissioning and recognized key science and technology missions for the Capital.

Organizations assigned to lead key science and technology missions have the authority to independently decide on the method of contractor's selection for related services and goods.

Funding from the city budget is allocated with up to 100% support for machinery and equipment, along with operational cost for key science and technology missions. On the other hand, pilot production projects can receive support of up to 50 percent for machinery and equipment but still up to 100 percent of the operational fees.

The specific level of funding support shall be decided by the Ha Noi People's Committee.

Incentives and support for businesses and individuals pursuing innovation

As a mean to incentivize businesses participating in the key science and technology projects, they will be entitled to city budget usage similar to those granted to high-tech businesses, in accordance with the laws and relevant regulations.

Specifically, import tax exemption on raw materials, supplies and components which are not yet produced and are import specifically for the key science and technology missions. Alongside that, rental fees are also waived for land and water surface managed by the city. Meanwhile up to 50 percent support cans be provided for leasing necessary premises to perform the missions. Total amount of support shall not exceed 10% of the total budget for key science and technology mission implementation.

Individuals involved in the implementation of key science and technology missions will also be receiving personal income tax exemption in accordance with Point c, Clause 2, Article 23 of the Capital Law No. 39/2024/QH15. This includes remuneration for positions in the task, income of experts who collaborated on research and remuneration for participant of scientific conferences, forums and seminars in relation to the missions./.
