Ha Noi pursues ambitious reform and development agenda for 2026
VGP - Ha Noi identified a comprehensive set of tasks and solutions aimed at realizing its action theme: “Discipline and Professionalism, Breakthrough and Creativity, Efficiency and Sustainability.”

The city seeks to strengthen governance, accelerate innovation, and build a modern infrastructure system to sustain long-term growth and improve the quality of life for residents.
A key priority for the coming year is enhancing governance capacity and reforming leadership and management practices. The Ha Noi People's Committee will continue implementing the principle of the "Six Clarities" – clear responsibilities, clear tasks, clear timelines, clear accountability, clear deliverables, and clear effectiveness – to improve administrative performance and public service delivery.
The city will place greater emphasis on the accountability of agency heads while strengthening monitoring, supervision, inspection, and the implementation of assigned tasks. Authorities have reaffirmed their commitment to the principle that "Ha Noi says what it does, acts quickly, acts correctly, acts effectively, and follows through to the end."
Institutional reform will remain a central focus. Ha Noi plans to renew its approach to policymaking, institutional development, and public administration to ensure effective state management while fostering innovation and unlocking productive capacity. The city will continue pursuing administrative reform, decentralization, and delegation of authority, while maintaining effective oversight and accountability mechanisms.
In 2026, Ha Noi will focus on completing the institutional framework for the Capital's development through the full implementation of Resolution No. 258/2025/QH15. The city will also study the development of a new Capital Law and continue refining the master plan for Ha Noi to support sustainable and long-term growth.
To create new momentum for development, the city intends to introduce mechanisms and policies that address bottlenecks, overcome existing limitations, and improve the mobilization and utilization of resources. Ha Noi will take the lead in piloting innovative policies, particularly in science and technology, innovation, digital transformation, private-sector development, and education and training.
The city will continue promoting decentralization under the principle that "localities decide, localities implement, and localities take responsibility," giving local authorities greater autonomy while ensuring accountability for outcomes.
Science, technology, innovation, and digital transformation are expected to serve as major drivers of growth. Ha Noi aims to strengthen its position as a center for innovation and high technology, while accelerating the development of the digital economy, digital government, and digital society.
At the same time, the city will focus on developing high-quality human resources and attracting talent. Efforts will be made to build a cadre of officials, particularly leaders and managers, with strategic vision, ambition, resilience, and strong implementation capacity. New mechanisms will also be introduced to encourage and protect officials who take initiative and assume responsibility for the common good.
In addition, Ha Noi plans to attract outstanding experts, scientists, managers, and highly skilled workers from both Viet Nam and abroad, across the public and private sectors, to support the city's development goals.
Infrastructure development will remain another strategic priority. The city will continue investing in a modern, smart, and interconnected infrastructure system, with particular attention given to transportation networks. Planned investments include expressways, national highways, ring roads, gateway intersections, bridges crossing the Red and Duong rivers, and urban railway lines connecting satellite cities with the urban core and neighboring provinces.
Logistics infrastructure linking economic corridors and economic belts will also be expanded to enhance regional connectivity and economic competitiveness.
Meanwhile, Ha Noi will promote transit-oriented development (TOD) and increase the utilization of underground space as part of its sustainable urban development strategy. The city will also accelerate the construction of synchronized digital infrastructure and infrastructure for science, technology, and innovation.
Large-scale databases covering planning, population, healthcare, culture, education, insurance, land, and housing will be interconnected to support more effective governance, improve public services, and enhance the Capital's competitiveness in the digital era.
With an ambitious reform agenda and a strong focus on innovation, infrastructure, and institutional development, Ha Noi aims to create new growth drivers and lay a solid foundation for becoming a modern, smart, and globally competitive capital city.
