Speaking at a Ha Noi Party Committee conference on February 25, Party Secretary Nguyen Duy Ngoc emphasized that all programs follow the principle of leaving no one behind.

Education as a strategic priority

Ngoc described education and training as a top national priority and the foundation for the capital's long-term competitiveness.

"Education must receive special attention to strengthen internal capacity and enhance competitiveness," he said, stressing that Ha Noi should not only lead nationally but also strive to match advanced regional and global capitals.

The city faces mounting challenges, including school overcrowding, rapid digital transformation and deeper international integration. Authorities will review school planning, develop the teaching workforce and allocate sufficient land and resources for national-standard and high-quality schools.

Ha Noi aims to build a healthy, modern and sustainable education system while expanding advanced training programs and developing a high-quality labor market. The city also seeks to position itself as a leading education and training hub in the region and beyond.

Toward a leading regional medical center

In healthcare, Nguyen outlined a long-term vision to develop a system befitting the capital's central role and transform Ha Noi into a leading medical hub in the region.

Residents must have fast, fair and continuous access to healthcare services, with effective implementation of universal health insurance, especially for vulnerable groups. The city plans to gradually waive basic hospital fees within insurance coverage.

Healthcare reform will shift from treatment-centered services to prevention and primary care, with life-cycle health management and stronger grassroots facilities. Authorities will promote digital transformation, synchronized electronic health records and smart medical models.

Nguyen also called for reducing disparities in healthcare access between urban and suburban areas, easing pressure on higher-level hospitals and mobilizing private investment through public-private partnerships. Ha Noi aims to develop high-tech medical and biotech centers meeting international standards while attracting corporations, scientists and experts.

Strengthening the state economy's leading role

Regarding the state economy, Nguyen reaffirmed its leading role in shaping a socialist-oriented development model and steering key sectors such as green and smart urban infrastructure, multimodal transport, multi-purpose housing, environmental management, energy and strategic technologies.

The state sector will provide resources to address urgent needs while promoting social equity. Authorities will enhance management and efficient use of public resources, including land, infrastructure, public assets, the state budget and financial funds.

The city will accelerate the restructuring of state-owned enterprises, credit institutions and public service units to ensure transparency, accountability and performance measured by socio-economic outcomes. Anti-corruption efforts and safeguards against public asset losses will remain a priority.

Elevating culture on par with economics and politics

Nguyen stressed that culture must stand equal to economics and politics, noting Ha Noi's unique advantages and responsibilities nationwide.

By 2030, the city plans to allocate over 4 percent of annual budget spending to culture, with cultural industries contributing 9 percent of GRDP by 2030 and 12 percent by 2045.

Major heritage restoration projects, including Kinh Thien Palace within the Thang Long Imperial Citadel, will be promoted through digital technologies. All socio-economic projects will incorporate cultural space considerations.

Ha Noi aims to foster a cultural and creative ecosystem, balance preservation with modernity and strengthen "soft power" rooted in the elegance and civility of Hanoians.

Turning resolutions into concrete action

Nguyen said the action programs align with the 14th National Party Congress Resolution and other central strategies, affirming Ha Noi's pioneering role.

The city will set benchmarks higher than the national average and measure progress against advanced regional and global cities, applying international standards as reference points. Decentralization and digital transformation will be promoted across all levels of government.

To ensure effectiveness, Nguyen urged strong political will, innovation and accountability among Party leaders and agency heads. Success must be measured by citizen and business satisfaction, he said, calling for an end to bureaucratic practices and a narrowing of the gap between policy and implementation.

Describing the resolutions as milestones in strategic thinking, Nguyen said they provide a solid foundation for building a prosperous, sustainable and globally integrated capital.

"As the capital, Ha Noi carries a historic mission that goes beyond its borders," he said. "With breakthrough thinking and a 100-year vision, we must serve as a growth driver for the nation and create strong spillover effects for national development"./.
