Ha Noi plans monetary incentive for electric motorbike swap

The draft policy sets higher subsidies for disadvantaged groups: VND4 million (US$153) for near-poor households and VND5 million (US$192) for poor households. Each individual would be eligible for support for one vehicle until the end of 2030.
The proposal also calls for full exemption of registration fees and license plate charges for green vehicles until 2030.
To further accelerate the transition, Ha Noi plans to provide preferential loans to transport firms, vehicle recyclers, and logistics operators. These loans would cover up to 100% of contract value, carry interest rates of 3–5 percent per year, and allow repayment over five years.
As part of its roadmap for low-emission zones, Ha Noi will gradually restrict fossil fuel vehicles. From January to June 2026, the city will pilot limits on gasoline motorbikes. Starting July 2026, such vehicles will be banned inside Ring Road 1, with the ban extending to Ring Road 2 in 2028 and Ring Road 3 in 2030. Petrol and diesel cars will also face restrictions in these areas from 2028.
Looking further ahead, the city intends to progressively tighten curbs on non-green vehicles, including CNG and hybrids, between 2035 and 2050. Restrictions will start within Ring Road 1 and expand outward to cover the entire city by 2050. Measures such as congestion charges and adjusted parking fees for high-emission vehicles are also planned./.
