Ha Noi launches 100-day campaign remove digital transformation bottlenecks

VGP - Ha Noi responded to the 100-day nationwide campaign to address persistent bottlenecks hindering digital transformation across the political system, with ministries, agencies and localities required to deliver tangible results by the end of November.

The campaign is outlined in an action plan issued on July 11 by the Central Steering Committee for Science, Technology, Innovation and Digital Transformation. 

Running from July 10 to November 30, the plan focuses on removing obstacles in 10 key areas, including legal frameworks, digital infrastructure, data, digital platforms, online public services, the digital economy, digital society, human resources, public investment disbursement and implementation discipline.

The campaign covers Party agencies, the National Assembly, the Government, the Viet Nam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office and local administrations.

The plan aims to accelerate the transition toward data-driven governance by reducing paperwork, streamlining administrative procedures, expanding the use of shared digital platforms and integrated data, and strengthening cybersecurity across government agencies.

It assigns clear responsibilities, implementation timelines and expected outcomes for each task.

A notable feature of the campaign is its emphasis on practical implementation. Assigned tasks will only be considered complete when digital systems are fully operational, populated with data and put into practical use. Draft policies or unfinished systems will not be counted as completed deliverables.

Priority tasks include finalizing the legal framework for digital transformation, integrating national databases, enhancing cybersecurity, improving the quality of online public services, establishing a secure shared network across the political system and upgrading the National Public Service Portal.

The roadmap also calls for connecting government information systems through single sign-on using VNeID, restructuring the remaining 80 online administrative procedures, developing digital platforms for healthcare and education, piloting a centralized e-commerce database, and expanding digital platforms to strengthen citizen engagement.

Implementation progress will be monitored on a weekly and monthly basis through the Party's online resolution monitoring system.

The Central Office of the Communist Party of Viet Nam will publish monthly reports identifying overdue tasks and responsible agencies. Performance evaluations of organizations and public officials will also be increasingly tied to data-driven key performance indicators (KPIs) and objectives and key results (OKRs).

12 key groups of tasks

Ha Noi officially launched the 100-day intensive campaign to implement key digital transformation tasks following the issuance of Plan No. 277/KH-UBND by the municipal People's Committee.

Under the plan, Ha Noi has identified 12 key groups of tasks to be implemented simultaneously over the 100-day campaign.

The first priority is to clean, standardize, integrate and migrate essential datasets into the city's shared data warehouse.

A wide range of critical databases will be consolidated onto the common platform, including those on public investment, enterprises, planning, land, construction, administrative procedures, healthcare, education and document management. The city aims to complete the integration and standardization by August 30, 2026.

At the same time, Ha Noi will launch a 45-day intensive campaign to complete the national land database. Around 4.2 million land parcels across the capital will have their data finalized. Of these, more than 3.2 million parcels with existing records must meet the criteria of being "accurate, complete, clean and continuously updated" by July 30, while data collection for nearly 950,000 parcels currently under surveying is scheduled for completion by August 30.

Another major task is to standardize and interconnect information systems. The city will review all software currently in use to determine whether they should be retained, integrated or replaced by shared digital platforms. It will also establish a unified identity provider (IDP), enabling users to log in once to access all city systems through integration with VNeID, with the HanoiWork Digital Workspace serving as the single access portal.

HanoiWork will also be integrated with document management systems across the four pillars of the political system to ensure seamless data sharing and reduce administrative workloads for officials.

In terms of administrative reform, Ha Noi will redesign high-frequency administrative procedures with a fully digital approach. The city targets 100 percent of public services for businesses to be provided online, with at least 80 percent delivered entirely online from submission to result. All administrative dossiers submitted by enterprises will be processed electronically, with paper applications no longer accepted.

The processing time and required documentation for administrative procedures will be reduced by 50 percent. In addition, Ha Noi will pilot a waiver of construction permits for individual houses in all 126 communes and wards and apply the principle of "silence means consent" to inter-agency consultation procedures when the statutory response deadline expires.

In the digital economy, the city aims to attract between three and five large-scale investment projects with a combined capital of around VND 50 trillion in sectors such as data centers, artificial intelligence, the digital technology industry, digital logistics, e-commerce, cultural industries and research and development centers.

At the same time, at least 20 digital technology enterprises based in Ha Noi will receive support to expand into international markets, with the goal of generating export revenue as early as the fourth quarter of this year.

One of the plan's notable initiatives is a digital transformation campaign targeting household businesses, small and medium-sized enterprises (SMEs), and traditional craft villages. Each commune and ward will support at least 30 percent of local household businesses and SMEs in adopting digital technologies. All household businesses with annual revenue exceeding VND 1 billion must use electronic invoices generated from cash registers. The city will also expand the use of e-invoices to an additional 5,000 household businesses while ensuring that all eligible businesses pay taxes electronically.

Cashless payment systems will be introduced at all traditional markets across the city's 126 communes and wards, while each locality will establish at least five cashless streets.

The city will also deploy AI-powered solutions to support business operations, sales and customer services for household businesses and SMEs; establish a "Ha Noi Capital Products Store" on Shopee; bring more OCOP and traditional craft products onto e-commerce platforms; organize livestream sales events featuring local leaders; and launch the "Ha Noi Digital Promotion Month," targeting at least VND 500 billion in e-commerce sales.

Piloting creative night-time economy models

As part of efforts to advance the digital socio-economic ecosystem, Ha Noi will pilot two creative night-time economy models and develop at least 10 smart tourism destinations linked to the consumption of local products. It will also roll out digital village and neighborhood models across approximately 2,729 villages and residential communities.

Meanwhile, the HanoiCheck system for nutrition and school food safety will be deployed at all educational institutions with semi-boarding kitchens.

The final group of tasks focuses on ensuring adequate funding and accelerating budget disbursement for digital transformation. Accordingly, 100 percent of digital transformation projects assigned for 2026 must receive funding allocations by July 31, while budget disbursement for digital transformation is expected to reach at least 40 percent during the campaign period.

Under the plan, the Ha Noi Department of Science and Technology will serve as the lead agency responsible for monitoring implementation, coordinating progress and consolidating results. Ministries, agencies and local authorities will report progress every two weeks via the HanoiWork Digital Workspace.

At the end of the 100-day campaign, the department will review the outcomes, propose commendations for organizations and individuals with outstanding performance, and recommend disciplinary measures against agencies that fail to meet the required progress or quality standards.

Building on the strategic objectives set out in Politburo Resolution No. 57-NQ/TW, Ha Noi is translating these goals into concrete action plans with clearly defined deliverables, deadlines and responsibilities. 

The 100-day campaign is expected to create a major breakthrough in addressing bottlenecks related to data, digital infrastructure and public services, helping accelerate the implementation of the Party's policies while creating new momentum for science, technology, innovation and digital transformation in the capital./.
