From December 16, 2024, to September 15, 2025, authorities investigated a total of 5,540 cases, collecting VND 77.89 billion. Criminal proceedings were initiated in 57 of these cases.
The Ha Noi People's Committee has reaffirmed its zero-tolerance stance on the production and sale of counterfeit goods—especially those that directly endanger public health, such as food, pharmaceuticals, and cosmetics.
This commitment was highlighted in the summary of conclusions made by Vice Chairman Nguyen Manh, who also heads the Ha Noi 389 Steering Committee on Combating Smuggling, Trade Fraud, and Counterfeit Goods. Relevant agencies have been instructed to step up their efforts to prevent smuggling, trade fraud, and the circulation of fake goods.
Nguyen emphasized the importance of a proactive, flexible, and results-driven approach, replacing outdated reactive models of governance. He called on communal and ward-level People's Committees to establish their own 389 Steering Committees—led by local leaders—by the third quarter of 2025.
The Department of Industry and Trade, in coordination with the Department of Home Affairs, will reorganize market management teams to boost operational efficiency and better address real-world challenges.
In parallel, public awareness campaigns will aim to discourage illegal activities. Authorities are also encouraged to publicize high-profile enforcement actions to deter future violations.
The Department of Industry and Trade will also identify issues related to policies and inter-agency coordination at both the local and provincial levels, and propose actionable solutions.
In cooperation with other agencies, the department is set to submit a plan by Q3 2025 for building temporary storage facilities for seized goods and evidence, and to recommend upgrades to local testing and inspection centers.
Despite intensified efforts, the Ha Noi389 Steering Committee noted that smuggling and trade fraud remain complex and persistent problems.

According to information from Market Management Team No. 2 Ha Noi, on September 11, 2025, the unit inspected a food business establishment at 39 Ham Tu Quan, Hong Ha Ward, Ha Noi City. Through inspection, the authorities discovered that this establishment was selling 1,568 cakes of all kinds, including 1,440 moon cakes and 128 spried cotton cakes with foreign labels.
At the time of inspection, the owner of the facility could not present invoices or legal documents proving the origin of the shipment. All of the above cakes were identified as smuggled goods and were temporarily detained by Market Management Team No. 2 for handling according to legal regulations.
A representative of Market Management Team No. 2 said that the business of smuggled moon cakes of unknown origin has many potential risks to food safety, which can directly affect the health of consumers, especially during the Mid-Autumn Festival when consumer demand increases.
Not only focusing on food items, Market Management Team No. 2 also coordinated with the city's functional agencies to inspect 8 children's toy businesses in Hoan Kiem and Hong Ha wards.
