The 18th Congress takes place in Ha Noi at a time when the whole country is celebrating the 80th anniversary of the August Revolution and National Day (September 2), thereby highlighting its historical significance and affirming the aspiration for development, the spirit of self-reliance, and the unwavering faith of the people of the capital in the leadership of the Party.

This is a particularly important political event for the Party Committee and the people of the capital, in the context where the entire Party, people, and army are preparing to enter a new phase of development with many opportunities and advantages.

Preparatory plan for 18th Congress

The plan must be carried out thoroughly and strictly in accordance with the seven requirements set out in Directive No. 45-CT/TW dated April 14, 2025, issued by the 13th Politburo.

The Ha Noi Party Committee's plan comprises six parts, specifically: congress content; preparation of documents and discussion; preparation of personnel and elections; number and structure of delegates; congress timing; assignment and arrangement after the congress.

Stardards for Party Committee members

The personnel work was carefully prepared in accordance with a five-step process, concretizing the criteria for Party Committee members. 

For the 128 newly established Party organizations, the Standing Committee of the Hanoi Party Committee appointed 2,853 Party Committee members; 1,317 Standing Committee members; 128 Secretaries; 256 Deputy Secretaries; and 534 members of Inspection Committees. At the same time, 439 official delegates and 133 alternate delegates were appointed to attend the 18th Congress of the Ha Noi Party Committee. 

Personnel introduced to participate in Party Committees at all levels must possess a diploma or certificate in political theory issued by a competent authority.

Officials nominated for election to Party Committees or for leadership positions (or higher) within Party Committees, government, or the Fatherland Front (including political-social organizations), must have held their current position, or an equivalent one, for at least one year (12 months). In special cases where this time requirement is not met, the competent Party Committee authority responsible for appointing the official shall consider and make a decision, taking full responsibility for it.

The reference time for calculating age for participation in Party Committees for the 2025–2030 term, applicable to commune and ward Party Committees under the City Party Committee, is set as July 2025. For the City level, this remains unchanged at September 2025.

The reference time for age calculation for candidacy in leadership positions within the government for the 2026–2031 term is adjusted to March 2026 (previously May 2026).

First-time candidates must have at least one full term of working time remaining. Re-elected Party Committee members must have at least 48 months of working time remaining.

Specifically, personnel appointed as Deputy Secretary of the City Party Committee must have at least 42 months of working time remaining.

Officials re-elected to the Party Committee may also be re-elected to leadership positions in the government and the Fatherland Front (including political-social organizations), but must have at least 36 months of working time remaining at the time of the election or the congress of each organization.

The re-election age for the Party Committee Inspection Committee at all levels follows the guidance of the Central Inspection Committee and the City Inspection Committee, with the orientation to increase the minimum re-election time from 24 months to 42 months (an increase of 18 months compared to the current regulation).

In term of the structure, number of Party Committee members, Standing Committee members, and Deputy Secretaries of the Party Committee: The organization must ensure the Party Committee's direct and comprehensive leadership. It should harmoniously combine local personnel with rotated and transferred officials. Efforts should be made to complete, in principle, the appointment of commune and ward Party Committee Secretaries who are not from the local area, and to strongly promote this practice for other key positions as well.

The new Executive Committees of Commune and Ward Party Committees should not exceed 33 members. Their Standing Committees should consist of 9 to 11 members, with two Deputy Secretaries.

For the Party Committees of Hanoi City Party agencies and the Party Committee of the Hanoi People's Committee, the Executive Committees should also have no more than 33 members. Their Standing Committees should not exceed 11 members, and there should be 2 Deputy Secretaries.

For other higher-level Party Committees directly above the grassroots level, Executive Committees should have between 21 and 27 members. Their Standing Committees should include seven to nine members, and there should be one to two Deputy Secretaries.

As for the number and structure of delegates and election of delegates to the higher-level congress: The Hanoi City Party Congress shall have no more than 550 delegates. Congresses of directly superior grassroots-level Party Committees and equivalent bodies shall have no more than 300 delegates. Congresses of communes and wards under the Hanoi City Party Committee, following mergers and consolidation, shall have no more than 250 delegates.

For grassroots Party Congresses that are delegated or piloted to elect delegates to higher-level Party Congresses, the number of delegates shall also not exceed 250.

Party Committees with 200 or more Party members will organize delegate congresses, with the number of delegates determined by the directly superior Party Committee. Party Committees with fewer than 200 Party members will hold Party member congresses. However, these grassroots Party Committees may also organize delegate congresses if deemed appropriate, with the number of delegates decided by the directly superior Party Committee.

Timeline of the congresses

Grassroots-level congresses must not exceed two days and must be completed by June 30, 2025.

Congresses at the directly superior level, as well as those for newly merged communes and wards, must also not exceed two days and must be completed by August 31, 2025.

The Ha Noi City Party Congress must not exceed four days and must be completed by October 31, 2025.

Pilot congresses at the directly superior grassroots level and at communes/wards are scheduled to take place in early Q3 of 2025.
