Ha Noi charts path toward green and smart development
VGP - Ha Noi has identified innovation, digital transformation, and green growth as the main driving forces behind its goal of building a modern, sustainable, and people-centered capital.

Speaking at the 18th Congress of the Ha Noi Party Committee on October 16 at the National Convention Center, Vice Chairman of the Ha Noi People’s Committee Truong Viet Dung emphasized that the city is pursuing a new growth model powered by science, technology, and innovation.
The congress brought together 550 delegates representing 500,000 Party members to review the implementation of the 17th Congress resolution, set objectives for 2025–2030, and elect a new executive committee for the municipal Party organization.
Innovation as the engine of growth
Vice Chairman Truong noted that in today’s competitive global environment, sustainable growth must rely on knowledge, technology, human capital, governance, and culture rather than natural resources or low-cost labor.
He affirmed Ha Noi’s commitment to building a civilized, cultured, and modern capital grounded in four core values — leadership, sustainability, intelligence, and environmental consciousness.
According to the Political Report presented at the 18th Congress, innovation and digital transformation are central pillars of Ha Noi’s development model, enabling the city to maintain its pioneering role in national growth and contribute to realizing the 14th National Party Congress Resolution.
During 2021–2025, Ha Noi achieved strong and stable growth, improved development quality, and advanced steadily toward becoming a smart city.
By 2025, the city’s economy is projected to grow by over 8 percent, with a GRDP of US$63.5 billion and per capita income reaching US$7,200. Labor productivity is estimated at VND347 million (around US$13,175) per worker, and total factor productivity is expected to contribute 53 percent to growth.
Ha Noi has been shaping a knowledge-based economy supported by modern urban infrastructure. High-tech manufacturing currently accounts for 18–20 percent of GRDP, while the digital economy makes up around 23 percent. The Hoa Lac Hi-Tech Park, home to 111 projects with total investment of US$4.5 billion, has become a key innovation hub for the capital.
Strategic directions for the next phase
To achieve an average annual growth rate above 11 percent for the 2026–2030 period and raise per capita GRDP to about US$12,000 by 2030, Ha Noi has mapped out several strategic priorities.
These include accelerating institutional reform by refining special mechanisms that promote technological innovation, improve energy efficiency, and cut emissions. More than 4 percent of the municipal budget will be allocated to science and technology development, and the manufacturing sector is expected to expand to 25 percent of GRDP. The city also plans to achieve an urbanization rate of 70 percent, supported by comprehensive digital infrastructure.
Ha Noi will prioritize investment in science, technology, innovation, and digital transformation. The digital economy is expected to contribute 40–50 percent of GRDP. The city plans to establish R&D clusters in semiconductors and artificial intelligence, build Digital Government 4.0, deploy AI-based management systems, and train 50,000 highly skilled workers.
People-centered development will remain at the heart of Ha Noi’s planning. Projects include renovating the Old Quarter and West Lake areas and developing the Red River banks into a new urban symbol.
The city also aims to complete 100 kilometers of metro lines, finish construction of ring roads 2.5 to 5, and build nine new bridges across the Red River. Public transport is expected to account for 30 percent of total mobility.
By 2028, Ha Noi plans to restore four inner-city rivers, implement waste separation at source, treat 70 percent of wastewater, and increase green space to more than 10 square meters per person.
Cultural and social development will also be advanced as a foundation for sustainable progress. Ha Noi intends to expand its cultural and tourism industries, develop modern cultural and sports complexes, establish an International Park for Arts and Innovation, and promote the concept of a “global learning city.”
At the same time, the city will align socioeconomic growth with national defense, security, and international integration. It aims to deepen cooperation and join international networks of green, creative, and smart cities while upholding the spirit of “Ha Noi for the country – the country for Ha Noi.”
Vice Chairman Truong affirmed that under the motto “Solidarity – Democracy – Discipline – Breakthrough – Development,” the Party, government, and people of Ha Noi are determined to take bold action to build a green, smart, and sustainable capital worthy of its role as the heart of the nation./.
