Nguyen Cao Minh, Head of the Ha Noi Metropolitan Railway Management Board (MRB), the project is financed through official development assistance (ODA) from the Japan International Cooperation Agency (JICA), along with the city's corresponding fund. It stands as a symbol of the enduring friendship and close cooperation between Viet Nam and Japan.

The nearly 11km route includes 1.94km of elevated track and 9km underground, featuring 10 stations: Xuan Dinh (C1), Ngoai Giao Doan (C2), West of West Lake (C3), Buoi (C4), Quan Ngua Stadium(C5), Ha Noi Botanical Garden (C6), West Lake (C7), Hang Dau (C8), Hoan Kiem (C9), and Tran Hung Dao (C10). It will connect northern and central Ha Noi.

Covering 11.3 hectares, the Xuan depot will serve as the main hub for maintenance, repairs, and operations training. The depot will be developed under a Transit-Oriented Development (TOD) model, integrating modern transport infrastructure with sustainable and smart urban growth.

Once operational, the line will help ease congestion, improve the environment, and enhance urban living standards, while also serving as a symbolic link between Ha Noi's millennia-old heritage and its modern, dynamic future.

The MRB pledged to ensure the project's timely and high-quality completion, aiming to make Metro Line No. 2 a new emblem of the capital's sustainable urban development.

Vice Chairman of the Ha Noi People's Committee Duong Duc Tuan

Speaking at the groundbreaking ceremony, Vice Chairman of the Ha Noi People's Committee Duong Duc Tuan said that the project's launch coincides with the 71st anniversary of the Capital's Liberation Day (October 10, 1954 – 2025), the upcoming 18th Hà Nội Party Congress, and the 14th National Party Congress.

Duong highlighted that the project embodies Ha Noi vision of innovation and sustainable growth, connecting its rich heritage with modern urban dynamism.

Notably, the TOD model at the Xuan Dinh depot is the first of its kind in Viet Nam, combining public transport interchanges with services, commerce, and mixed-use housing. The underground C9 station near Hoan Kiem Lake will form a TOD zone that integrates transport with public spaces, preserving heritage and highlighting the city's cultural heart.

Ha Noi plans to develop 15 urban railway lines totaling 619km, creating a large-scale, modern, and environmentally friendly public transport network. The launch of the Nam Thang Long–Tran Hung Dao metro project marks a major step toward materalizing this vision, paving the way for a modern and sustainable capital.

Tuấn called on relevant departments, local authorities, and contractors to work closely and efficiently with the project's investor, mobilising all available resources to ensure scientific, safe, and timely construction that meets the highest technical and aesthetic standards.

Currently, Ha Noi has two operational metro lines namely Line 2A (Cat Linh – Ha Dong) and Line 3 (Nhon - Ha Noi Station).

Line 2 is the first metro line in Viet Nam, built with Chinese ODA, officially opened for commercial operation in November 2021. It spans 13.1 km with 12 elevated stations. It was financed by France and other European partners and is expected to open 4 km underground by the end of 2027./.
