Ha Noi approves support policies for private enterprises in five key sectors
VGP - Ha Noi has approved a package of support policies for private enterprises operating in five priority sectors under a newly adopted resolution by the municipal People's Council, in accordance with the 2026 Capital Law.

The resolution applies to enterprises registered in Ha Noi that are either fully privately owned or have State capital accounting for less than 50 percent of their charter capital.
To be eligible, businesses must operate in one of the five designated sectors while meeting requirements on budget contributions, job creation and corporate social responsibility.
The city will support enterprises in accessing production and business premises by reducing land lease and sublease costs at fully developed sites in industrial parks, industrial clusters and technology incubators. The scheme will follow mechanisms already applied to high-tech enterprises, small and medium-sized enterprises (SMEs) and innovative start-ups.
Eligible businesses will also have access to preferential loans from the Ha Noi Development Investment Fund to invest in machinery, equipment and advanced technologies, as well as accelerate digital transformation and green transition efforts.
The preferential credit programs will extend to export financing, supply chain financing and projects promoting green growth, circular economy models and the adoption of environmental, social and governance (ESG) standards.
To support international expansion, the city will cover 70 percent of the costs of overseas training and capacity-building programs focused on foreign markets. Financial support will be capped at VND100 million (US$3,800) per enterprise each year and is intended to help businesses strengthen links with global corporations while gaining access to new markets, investment opportunities and advanced technologies.
Enterprises taking part in overseas trade fairs and exhibitions will also receive subsidies covering 70 percent of eligible expenses, including venue rental, booth design and construction, and product transportation. Support for these trade promotion activities will likewise be capped at VND100 million per enterprise annually.
The policy package is part of Ha Noi's broader strategy to strengthen the private sector as a key driver of economic growth by enhancing business competitiveness, promoting innovation and supporting deeper international integration. It also aims to foster a more dynamic and sustainable business community capable of making greater contributions to the capital's long-term socio-economic development./.
