The policy was approved at the fifth session of the 17th Ha Noi People's Council for the 2026–2031 term on July 15.
The project is expected to transform the environmental landscape and infrastructure in the western and southern parts of the capital.
The project, which covers the construction, reinforcement of vulnerable sections of the dyke system, river dredging and pollution remediation, will be implemented under a public-private partnership (PPP) model through a build-transfer (BT) contract.
The project aims to comprehensively address key bottlenecks constraining the capital's development, including traffic congestion, urban flooding, environmental pollution, and violations related to construction order and land management along the river corridor.
Restoring the Nhue River is expected to turn the heavily polluted waterway into a major ecological, transport and infrastructure corridor.
Enhancing water security and urban flood control
One of the project's most urgent objectives is to improve drainage capacity and strengthen flood prevention for urban areas within the Nhue River basin. Amid increasingly severe impacts of climate change, developing a sustainable drainage system has become a critical priority.
The project includes dredging the riverbed and reinforcing vulnerable sections of the dyke system to improve the management and operation of irrigation infrastructure.
These measures are expected not only to enhance flood protection for urban residents but also to provide more reliable irrigation for agricultural production in Ha Noi's suburban districts, thereby improving livelihoods and supporting local socio-economic development.
From an environmental perspective, the project seeks to significantly reduce water pollution caused by untreated domestic wastewater being discharged directly into the river.
By gradually completing centralized wastewater collection and treatment systems in line with the city's master plan, Ha Noi aims to restore the river's ecosystem and improve public health.
Project spans 19 communes and wards
According to the resolution, the project extends along the Nhue River from the Lien Mac sluice gate to the downstream boundary of Ha Noi.
The project requires approximately 855 hectares of land and passes through 19 communes and wards, including Thuong Cat, Dong Ngac, Phu Dien, Xuan Phuong, Tu Liem, Tay Mo, Dai Mo, Ha Dong, Kien Hung, Dai Thanh, Binh Minh, Ngoc Hoi, Tam Hung, Thuong Tin, Thuong Phuc, Dan Hoa, Phuong Duc, Chuyen My and Ung Hoa.
Given its large geographic scale, the project will require close coordination among local authorities in land clearance and construction management.
The preliminary investment is estimated at VND 75.115 trillion. The investor will be selected under a special procurement mechanism, with GELEXIMCO Group proposed as the project developer. The project is scheduled for implementation from 2026 to 2029.
Regarding financing, the portion covered under loan agreement valued at ¥28.417 billion (equivalent to more than VND 5.116 trillion), will be fully financed by the state budget in accordance with the Prime Minister's decision. Other financial and technical arrangements will remain unchanged from the investment policy for the Yen Xa Wastewater Treatment System, previously approved by the Ha Noi People's Council in February 2025.
Ha Noi adjusts investment policy for Yen Xa wastewater treatment system
The same day, the Ha Noi People's Council also approved a resolution adjusting the investment policy for the Yen Xa wastewater treatment system project.
Under the revised resolution, the project's total investment amounts to more than VND 11.196 trillion, equivalent to ¥ 59.783 billion. Of this, ¥28.417 billion (approximately VND 5.116 trillion) will come from an official development assistance (ODA) loan provided by the Japan International Cooperation Agency (JICA). The remaining over VND 6.08 trillion will be funded by Ha Noi's budget./.
