The two deferred resolutions are scheduled to be submitted to the council again on November 2–3.

Among the approved policies are a special mechanism to address longstanding violations at 12 projects developed by Muong Thanh Group, and a plan to renovate and redevelop Hoan Kiem Lake and its surrounding areas.

The council approved a public investment project to develop a multi-purpose sports training and competition complex in My Dinh, with preliminary investment capital of more than VND2.523 trillion (US$97 million) from the city budget.

Scheduled for implementation during 2026–2030, the project will include a multi-purpose arena, a training hall and an athlete dormitory, serving high-performance sports training and domestic and international sporting events.

In social welfare, the city will begin covering medical expenses, meals, travel costs and monthly allowances for eligible children with serious illnesses from January 1, 2027.

Certain beneficiaries will receive full support for the portion of insured medical expenses they must pay themselves, subject to a ceiling of 200 times the annual social assistance standard.

The council also approved one-time financial support for part-time workers at villages and residential groups who leave their positions as part of the city's 2026 restructuring and consolidation process.

In addition, civil status registration fees will be waived for families with revolutionary contributions, poor households and people with disabilities. Vietnamese citizens residing in Viet Nam will also be exempt from fees for timely registration of births and deaths, guardianship and marriage./.
