Ha Noi aims for over 8% GRDP growth in 2025
VGP – The Ha Noi People’s Committee has set out key economic and urban development goals for 2025, aiming to achieve a Gross Regional Domestic Product (GRDP) growth rate of over 8 percent.

At a meeting of the Ha Noi People's Council on July 8, Vice Chairman of the Ha Noi People's Committee Truong Viet Dung reported on the socio-economic performance of the capital during the first half of the year.
According to Truong, the city's economic growth exceeded expectations, with each quarter outperforming the previous one and maintaining overall macroeconomic stability. Ha Noi's GRDP expanded by 7.63 percent in the first six months of 2025—surpassing both the national average of 7.52 percent and the city's own growth rate of 6.13 percent during the same period last year. This also exceeded the projected scenario of 7.59 percent, putting the city on track to meet its full-year target of over 8 percent.
In the same period, Ha Noi collected VND 392.2 trillion in State budget revenue, equivalent to 77.6 percent of the annual estimate and a 51.4 percent increase year-on-year. The capital's contribution accounted for around 29.4 percent of the national budget revenue, which totaled VND 1,332.3 trillion.
Challenges remain
Despite positive economic indicators, the Vice Chairman highlighted several challenges that must be addressed to ensure sustainable growth.
Industrial production rose by only 5.9 percent, lower than the national average of 8.8 percent and below the city's own target of 6.7 percent.
Business closures increased sharply: dissolved businesses rose by 33.7 percent, and those temporarily suspending operations rose by 17.5 percent—both significantly above the national average of 12.2 percent.
Over 2,960 household businesses ceased operations in May and June 2025, reflecting the impact of tighter tax enforcement and mandatory electronic invoicing.
Key priorities for H2
To realize its economic growth target, Ha Noi will focus on several key measures to drive innovation in science and technology; build a sustainable, modern urban environment, with an emphasis on addressing pollution caused by dust, wastewater, and other waste.
The city also aims to strengthen the operation of its two-tier government model across all 126 newly reorganized communes and wards. In collaboration with central ministries, Ha Noi will provide training and employment support to officials affected by the restructuring, and work toward integrating 100 percent of public services into the National Public Service Portal by Q3 2025. Citizen and business satisfaction will be used as a core metric for evaluating government performance.
Ha Noi is accelerating work on major planning and infrastructure projects, including: completion of four key urban development plans: underground construction space, Red River and Duong River zoning, and parking system plans—by Q3 2025, speeding up progress on Ring Road No. 4, urban railway lines No. 2 and No. 5, and six major Red River bridges (Hong Ha, Me So, Thuong Cat, Ngoc Hoi, Tran Hung Dao, and Van Phuc), the Yen Xa wastewater treatment plant and expediting works at Viet Hung and Nam An Khanh water treatment plants.
The city also plans to revive To Lich, Lu, and Sec Rivers, aiming to cut pollution levels by 50 percent and raise daily waste treatment capacity to around 8,000 tons.
In preparation for upcoming National Party Congresses at all levels, Ha Noi will ensure personnel appointments at the commune and ward levels meet requirements of transparency, competence, and integrity, with 100 percent of key officials placed in roles that match their qualifications./.
