VGP - Prime Minister Pham Minh Chinh has urged the Captial to continue leading the nation’s journey toward “Independence – Freedom – Prosperity – Happiness,” while fostering innovation, solidarity, and patriotism to build a modern, civilized, and socialist capital.

The Prime Minister delivered the message at the Ha Noi Patriotic Emulation Congress for the 2025–2030 period held on October 10, which gathered more than 600 delegates representing exemplary collectives and individuals who have stood out in the city's patriotic emulation movement during 2020–2025.

In his address, Pham, also Chairman of the Central Council for Emulation and Commendation, recalled that over 77 years ago, President Ho Chi Minh launched the nationwide patriotic emulation campaign. Since then, it has evolved into a powerful driving force and a banner of determination and action uniting the entire Party, people, and army in the cause of national construction and defense.

As the political-administrative heart of the nation and a major center of culture, science, education, and the economy, Ha Noi has consistently taken the lead in patriotic emulation efforts, the Prime Minister noted. These movements, he said, have inspired enthusiasm, creativity, and collective strength, enabling the capital to fulfil and surpass its socio-economic development goals.

The Government leader commended Ha Noi's patriotic emulation activities over the past five years for their positive transformation, distinctive character, and constant innovation, which have strengthened public confidence and accelerated development. He affirmed that the city's achievements are closely tied to the success of these movements.

Looking forward, Pham urged Ha Noi to continue building a clean, strong, and people-centered political system, promote discipline and innovation in governance, and restructure its economy toward green, digital, and circular growth driven by science, technology, and digital transformation.

He also called on the capital to create institutional and infrastructural breakthroughs, develop smart and transparent governance, and place greater emphasis on human development and high-quality workforce training. Preserving and promoting Ha Noi's thousand-year cultural heritage, he added, should serve as an enduring source of internal strength and motivation for sustainable growth.

Expressing confidence in Ha Noi's determination and resilience, the Prime Minister said he believed the city's patriotic emulation movements will continue achieving new accomplishments and greater victories, helping to shape a truly socialist capital and realize President Ho Chi Minh's lifelong aspiration./.
