Capital releases provisional regulations on safe adaptation and effective control of COVID-19

VGP - The Ha Noi People’s Committee has issued Plan No.43/KH-UBND on the implementation of provisional regulations on safe adaptation and effective control of COVID-19.

Accordingly, the four levels of epidemic risk are as follows: Level 1: low-risk (new normal) – labeled green; Level 2: medium-risk – labeled yellow; Level 3: high-risk – labeled orange; and Level 4: very high-risk – labeled red.

Criteria for assessing epidemic level include: Criterion 1 - the rate of new cases in the community/population/time (number of new cases in the community/100,000 people/week); criterion 2 - vaccine coverage (proportion of people aged 18 years and over receiving at least 1 dose of COVID-19 vaccine); and Criterion 3 - ensuring the collection and treatment capacity of medical examination and treatment establishments at all levels.

According to the criteria of Decision No.4800 of the Ministry of Health, the epidemic level of Ha Noi as of October 29 is level 2. The administrative measures applied to the whole city in accordance with level 2, some communes and wards apply levels 3 and 4.

The scope of assessment of epidemic level is from the commune, ward and township level. The city encourages assessment from the smallest possible scale (below the commune level) to ensure flexibility and efficiency.

The City People’s Committee also assigned tasks to units and localities to organize the implementation of the plan.

The People's Committees of districts and towns must develop and organize the implementation of a safe and flexible adaptation plan to effectively control the epidemic with a specific and feasible roadmap, ensuring effective control of the epidemic; and organize the effective implementation of measures to prevent and control the COVID-19 epidemic in accordance with the epidemic situation in each locality.

The localities must also follow the instructions of the Ministry of Health and the Department of Health regarding the testing, medical monitoring and quarantining of people coming from epidemic areas; people entering the country (including children who have not been vaccinated or were given insufficient doses of vaccine). People who have completed concentrated isolation can move conveniently to their places of residence, and work to serve the restoration and development of production./.
