The road was built by Viet Nam's largest private conglomerate Vingroup under a Build-Transfer (BT) format, i.e. infrastructure in exchange for land.

Many experts believe that this is a typical BT project and proves that the involvement of the private resources in infrastructure development is the right direction for a mega city like Ha Noi.
The project started in April 2018 at a total cost VND9.5 trillion (US$404.5 million).

The whole stretch is 5.1km long and 19m wide. Of the total, site clearance cost over VND4.19 trillion (US$180.3 million)./.
