The move will be taken in the wake of the resurgence of gender imbalance in recent time.

In January-May, the at-birth gender ratio is relative high with 114.4 boy babies born to every 100 girl babies.

The ratio in Ha Noi is always higher than the national average rate, said Nguyen Dinh Lan, Deputy Head of Ha Noi's Population and Family Planning Unit.

Last year, the locality succeeded in keeping the ratio to the lowest rate over the last decade with 114 baby boys to 100 baby girls. However, the rate was higher than the national average with 112.7 baby boys to 100 baby girls.

In the first five months, 37,715 babies were born, down 1,518 against the same period last year. The figure showed that local residents had less babies. However, the rate of families with over two babies increased and made up 7.53%.

The city's Department of Health planned to increase communication efforts to change people's mindset about gender selection and family planning. Also, the Population and Family Planning Unit would strictly fine Party members or public employees who violated family planning regulations.
