HN targets to take lead in improving business climate and competitiveness

VGP – The Ha Noi People’s Committee has issued a plan to realize Resolution No. 19-2017/NQ- CP dated February 6, 2017 on the continuous implementation of key tasks and solutions to improve Ha Noi’s business environment and enhance its competitiveness in 2017 and towards 2020.

The city has set a goal of taking the lead in improving the business climate and enhancing competitiveness in the spirit of Resolution No. 19-2017/NQ-CP, Resolution No. 35/NQ-CP dated May 16, 2016 and Ha Noi’s commitments at the conference “Businesses – a driving force for the country’s development” on April 29, 2016 and the conference “Ha Noi 2016 – Investment Cooperation and Development” on June 4, 2016.

In 2017, Ha Noi will strive to join the country to meet the average business climate index (BCI) level of ASEAN-4 countries and to reach the average level of ASEAN-4 nations across the target groups on competitiveness (as assessed by the World Economic Forum) as well as the average Innovation Index level of ASEAN-5 countries (as assessed by the World Intellectual Property Organization) by 2020.

The capital city will focus on building a fair, friendly and open business environment; supporting startup and innovative enterprises; encouraging reform initiatives to cut procedures, reduce the number of administrative formalities and simplify them; and creating breakthroughs in attracting both domestic and foreign investment.

Efforts will be made by the Ha Noi authorities to well implement the “Year of Administrative Discipline 2017”, to create a strong transformation in building a modern, professional and dynamic administrative system in service of the people and businesses, and to enhance the effectiveness of law enforcement.

The city will also strive to be among the localities taking the lead in applying and implement an e-government, and to provide 40-50% of level 3 and 4 online public services by the end of 2017.
