HN looks to improve investment environment

VGP – In 2019, the Capital will focus on improving the investment and business environment in favor of business development; restructuring economic industries and striving for higher growth rates.

Comprehensive economic growth

Vice Chairman of the Ha Noi municipal People’s Committee Nguyen Doan Toan presented a report on local socio-economic performance at the seventh session of the Ha Noi People’s Council on December 4 in Ha Noi. 

Accordingly, all 20 preset goals have been met or even surpassed. Especially budget collection exceeded estimate. Eight norms outstripped plans. GRDP grew by 8.56%, higher than the rates of 8.2% in 2016 and 8.48% in 2017. 

Economic structure has been transformed positively in which the proportions of services, industries, and construction were higher and that of agriculture was reduced. Average GRDP per capita hit VND 4,080, 1.12 times higher than that of 2015. 

According to the Vice Chairman, the business and investment environment, PCI, PAR Index were significantly improved. Ha Noi led other localities in FDI attraction after over 30 years of market openness and integration.

In 2018, Ha Noi implemented the theme “Improving the efficiency and capabilities of the political system” with clear improvements. The city fulfilled the program on one million tree plan two years ahead of schedule. 

The city welcomed 5.74 million foreign guests, representing a year-on-year growth of 16%, exceeding the preset goal of welcoming 5.7% by 2020. 

Meanwhile, high-tech farming and production linkages were encouraged. 

In addition, urban planning and management has been reinforced. 

Promoting business and investment environment

Vice Chairman Toan revealed that in 2019, the city will continue to perfect the investment and business environment; restructure economic sectors; and strive for higher growth rate. 

The city will attach more attention to urban planning, building new rural areas, culture, sports, education, healthcare, social security, administrative reform, national defense, security, diplomatic work, and international integration. 

Specifically, the city will continue to pursue the 2018 theme and implement the Government’s Resolution on major tasks and solutions to realize the Plan on socio-economic development and State budget estimate in early 2019. 

Ha Noi will continue to improve the business and investment environment; attract investment; develop business; encourage startups, creative startups; build industrial parts, commercial centers, supermarkets; develop high-tech farming modal. 

The local authorities will spare no effort to prepare infrastructure conditions for large-scale events including West Lake boast racing, F1 grand prix (in 2020); ASEAN Summit (2020), and SEA GAMEs 31 (2021). 

Moreover, the city will continue to reform administrative procedures; raise PCI and PAPI; boost IT application; and develop the smart city./.
