VGP – Under the newly-announced Provincial Competitiveness Index (PCI) ranking, Ha Noi ranked 9th out of 63 provinces and cities and entered the Top 10 list for the first time. This is also the highest position that Ha Noi has made over the past years. The city has taken drastic measures to perfect the business environment.

The new was announced at the annual report on PCI by the Viet Nam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development in Viet Nam.

For the first time, Ha Noi scored 65.4 points, raking 9th in the list. In addition, the city scored three unprecedented achievements including entering the highest rating; surpassing HCMC in the ranking; and joining the Top 10 list.

Director of the Ha Noi Department of Planning and Investment Nguyen Manh Quyen reported that Ha Noi’s PCI has constantly jumped 42 notches over the past six years since 2012 (from 51st in 2012 to 9th in 2018), fulfilling the preset goal two years ahead of schedule (the local authorities set a target to join the Top 10 list in 2020).

Mr. Quyen attributed the successful performance to the Chairman’s direct efforts to call for investments and handle administrative procedures for investors. In addition, the local authorities promoted IT applications.

Regarding administrative procedures, the city streamlined 61 administrative procedures. Ha Noi also took the lead in issuing ‘one-stop-shop’ mechanism and cut handling time for 48 out of 152 procedures.

VCCI Chairman Vu Tien Loc was quoted as saying that the Capital is leading the reform process in Viet Nam. For the first time in history, Ha Noi outstripped HCMC to lead the PCI ranking besides HCMC, Da Nang and Hai Phong.

According to Mr. Loc, even though Ha Noi ranked 9th in the Top 10, it still leads among the four largest cities. In addition, the Capital is expected to become a leading competitiveness city in ASEAN in the coming time.

The Chairman attributed the achievements to flexible and open business environment, successful building of the e-administration, administrative reform, and upholding of business representatives./.
