HN determines to improve PAPI

VGP – In 2020, Ha Noi is determined to improving its performance in the provincial governance and public administration performance index (PAPI) at least five steps forward in comparison with 2019.

PAPI measures governance quality in all 63 cities and provinces in Viet Nam and provides a tool for listening to citizens, to their expectations of the government, and in that way enables them to participate in the governance process. Over the years PAPI has become a model instrument for participatory governance that other countries have sought to emulate as a key indicator for SDG 16 on peaceful, just, inclusive societies.

The index screens eight dimensions: Participation at Local Levels, Transparency, Vertical Accountability, Control of Corruption, Public Administrative Procedures, Public Service Delivery, Environmental Governance and E-Governance.

Last year, the United Nations Development Program (UNDP) randomly investigated 700 citizens (from 18-70 year olds) at six districts (Hoan Kiem, Dong Da, Soc Son, Thanh Tri, Ba Vi, and Thuong Tin). 

Ha Noi scored 41.53 out of 80 points, ranking 59th out of 63 provinces and cities, listing in the fourth group which comprises 16 provinces and cities.

Out of the eight dimensions, Ha Noi failed to enter the group of high scores. Specifically, Ha Noi ranked 30th out of 63 provinces and cities in Participation at Local Levels; 42th in Public Administrative Procedures; and 62th in Environmental Governance.

In 2020, the city targets to jump at least five steps in comparison with 2019.

The Ha Noi municipal People’s Committee has recently passed a plan on improving and raising PAPI in 2020; amending shortcomings and limitations in PAPI in 2019; and strive for higher ranking (at least five steps forward)./.
