PM Nguyen Xuan Phuc has said that Ha Noi is dealing with a series of challenges especially the management of a super city as it has the 17th largest area in the world, and high population. In addition, the city needs to effectively transform growth model; raise labor productivity; beef up the application of new technologies; and attract talents. The Government chief made the recommendations at a meeting with the local leaders in late September.

PM Phuc suggested the local authorities treat businesses on the basis of equality, transparency, and a favorable business and investment environment.

To resolve super-city challenges, it is necessary for the city to shake hands with the business community; consider the private sector as a driving force in transforming the economic structure.

Following the meeting, the local authorities promptly issued and implemented the action program to realize Resolution 01/NQ-CP on socio-economic development; plans to enforce Resolution 19/NQ-CP and Resolution 35/NQ-CP on supporting and developing enterprises through 2020; operate the interdisciplinary working group to handle investment decisions; pass projects; and resolve investment obstacles. The city also took drastic steps to reform the investment and business environment; promote start-up; attract domestic and foreign investment; promote social engagement; and encourage public-private cooperation in various areas.

In the January-September period, the city granted 125 non-budget projects worth over VND 84 trillion; attracted 398 FDI projects valuing US$ 2.16 billion; and 22 PPP projects with a total investment of VND 60 trillion.

In the reviewed times, 18,685 businesses were founded, up 10% against 2016 with a total registered  capital of VND 144 trillion, raising the number of operating  businesses to over 225,700.

In the last three months of 2017, the city determined to further improve the business and investment environment; extricate business difficulties; promote planning progress, management of construction, urban areas, land, natural resources, and the environment. The administrative reform will be promoted so that the preset growth norm of 8.5% will be fulfilled./.
