Ha Noi’s ex-Chairman jailed 5 years for misappropriating classified documents

VGP - Ha Noi’s former C hairman Nguyen Duc Chung has been sentenced to five years in prison for misappropriating classified documents in a case involving tech company Nhat Cuong .

The Ha Noi People’s Court on December 11 started the first closed trial of the case on “misappropriating confidential state documents” involving former Chairman of the Ha Noi People’s Committee Nguyen Duc Chung.

Four defendants of the case related to Nhat Cuong Company include Nguyen Duc Chung, 53; Pham Quang Dung, 37, a former officer at the Police Department for Corruption, Smuggling and Economic Crimes under the Ministry of Public Security; Nguyen Hoang Trung, 37, a former officer of the Ha Noi Department of Public Security and Chung’s driver; and Nguyen Anh Ngoc, 46, former deputy head of Cau Giay district’s division of public security and assigned to work at the Ha Noi People’s Committee’s Office.

Chung and his three accomplices were prosecuted for “misappropriating confidential State documents” under Article 337 of the 2015 Penal Code.

Chung was sentenced to five years in prison for misappropriating classified documents.

Pham Quang Dung got four and a half years in prison.

Nguyen Hoang Trung and Nguyen Anh Ngoc faced charges and prison terms of 24 months and 18 months, respectively. 

From July last year to June this year, Dung had stolen nine classified documents on five occasions. He copied the documents at work and brought them home. He even broke into the office of an official using a forged key.

Dung handed over the classified documents to Chung on three occasions, authorities alleged. Chung gave Dung US$10,000 for the job.

Later Trung asked Ngoc to print out three other classified documents and gave them to Chung.

It has been determined that Chung masterminded the misappropriation of classified documents, with the other three acting as accomplices, the Ministry of Public Security said, adding that Chung and his accomplices have admitted their wrongdoings.

Mr. Chung was arrested in August while the other three were apprehended in July. Their arrests were part of an investigation into the alleged misappropriation of state secret documents in a case involving possible "smuggling, accounting violations, laundering and bidding violations causing serious consequences" at Ha Noi tech giant Nhat Cuong Technical Services Trading Co. Ltd.

Chung, whose involvement in the Nhat Cuong case was determined, got in touch with Dung through a third party. Dung, who was involved in the Nhat Cuong investigation, was asked to collect relevant information and find out if the roles of Chung and his wife were being probed, according to authorities./.
