Ha Noi supports businesses impacted by COVID-19​

VGP – Ha Noi has directed departments, agencies and sectors to grasp the situation of production and business activities, thus designing proper policies to meet the needs of local enterprises.

The Ha Noi People’s Committee has instructed local authorities to closely monitor performance of local enterprises, and ensure greater efficiency of support programs for those affected by the Covid-19 pandemic.

Director of the Hanoi Department of Taxation Mai Son informed that in a move to mitigate the negative impacts of the Covid-19 pandemic to state budget revenue, the municipal tax authority would continue to push for administrative reforms and e-tax services, focusing on the adoption of e-invoice ahead of schedule.

He stated the Taxation Department plans to promote online tax payment for individual tax payers, while continuing to monitor business performances of local enterprises for timely support.

Director of the Ha Noi Industry and Trade Department Le Hong Thang said the department is working with the Ministry of Industry and Trade to support enterprises in finding new sources of input materials and markets as the pandemic is disrupting global supply chains.

He revealed there would be more programs in the near future to facilitate cooperation between enterprises in Ha Noi and those in other provinces/cities. Throughout these events, enterprises could source materials domestically and reduce their dependence on imports.

Director of the State Bank of Viet Nam – Ha Noi branch Nguyen Minh Tuan said the agency has been organizing bank-enterprise matching program and providing preferential loans with low interest rates.

Additionally, commercial banks are providing different support programs for customers based on their assessment of borrowers’ financial capabilities and their losses.

In addition to the support mechanisms and policies that have been implemented since 2018, such as supporting fees for the first announcement of business registration contents as well as seal-making fees for newly established companies and enterprises converted from business households (the support funding projected at VND40 billion in 2020).

The Ha Noi Department of Planning and Investment continues to propose granting the right to self-determination concerning the seals (quantity, form and content) to enterprises, abolish the procedure of notifying enterprises’ seal specimen, and study and propose the abolition of the regulation that enterprises have to report on their labour situation every six months.

Ha Noi pays special attention to supporting small and medium-sized enterprises (SMEs). 

According to Le Van Quan, director of the municipal center for SME development support, the city has implemented a master program to assist businesses, from training human resources and starting a business to the application of science-technology in production and trade promotion.

“Amid the COVID-19 outbreaks, the center has recently put into operation an SME support portal, www.hotrodoanhnghiep.hanoi.gov.vn, which aims to strengthen consultancy, provide market information and promote the image of enterprises online,” he added.

In the context of the COVID-19 epidemic impacting most areas, the implementation of the Prime Minister’s Directive No. 11 /CT-TTg dated March 4, 2020 on urgent tasks and solutions to remove difficulties for production and business activities, ensure social security and cope with the disease is currently being accelerated by all levels and  branches of the capital city. 

However, businesses should strongly restructure themselves and renovate their governance and development strategies, in addition to seeking for new and alternative products, enhancing the application of science and technology, and investing in researching and developing products that generate higher economic efficiency. 

It is only when enterprises are proactive and flexible in adapting to risks that the level of damage will be lower and the State’s support policies will be effective.
