Ha Noi: People’s satisfaction a measurement of administrative reforms
VGP – For two consecutive years (2018, 2019), Ha Noi has recorded its Satisfaction Index of Public Administration Services (SIPAS) at over 80%, meeting the target set out in the Government’s Resolution No. 30c/NQ-CP promulgating a Master Program on State Administration Reform in 2011-2020.

A quite comprehensive picture
According to Chairman of the Ha Noi People’s Committee Nguyen Duc Chung, 2019 and the opening months of 2020 continued to see positive changes in the city’s administrative reform.
Ha Noi completed the building and announced 1,717 internal processes to deal with administrative procedures under the receipt and settlement authority departments, department-level agencies, and People’s Committees of districts, towns, wards and communes (100%).
Until now, the city has simplified 481 administrative procedures, helping save more than VND91 billion (US$3.94 million) a year.
Improving the quality of public services
To maintain Ha Noi’s PAR Index ranking and improve its SIPAS, the Municipal People’s Committee recently issued Plan No. 134/KH-UBND to survey the satisfaction of people and organizations with local agencies’ administrative services in 2020.
Accordingly, the city will measure the satisfaction index of people and organizations through conducting direct surveys among organizations and individuals who have received the administrative procedure handling results at the “single-window” sections of agencies and localities from January 1, 2020 to the time of the survey.
The Department of Home Affairs is responsible for organizing the implementation of the surveys, while the Ha Noi Institute for Socio-Economic Development Studies implements investigation and survey steps, enters data, synthesizes results, and develops research and analysis reports.
The city will also measure the satisfaction of the people and organizations with services in a number of administrative areas, including issuing land use right certificates and construction license, public health services, and public education services. The implementation time is from August to the end of 2020.
In the near future, Ha Noi will continue to perfect the “single-window” divisions in departments, branches, and People’s Committees of districts, towns, wards, communes and townships, while reviewing and appointing competent cadres and civil servants with high enthusiasm in serving the people to perform tasks.
Moreover, the city will continue to review administrative procedures, with a focus on reviewing the implementation process through the “inter-agency single window” mechanism, in addition to simplifying and shortening the time taken to settle administrative procedures, and organizing the survey, investigation and measurement of the people’s satisfaction with administrative services.
