The capital city again won recognition and high appreciation for its administrative reform attempts, especially its activeness, creativity and forcefulness in the direction and management work, administrative procedure reform, investment attraction, and administrative reform initiatives and solutions that have produced high efficiency at work.

As evaluated by the Ministry of Home Affairs, Ha Noi’s PAR Index component indicators were quite comprehensive, with six of the eight component indicators reporting over 80%.

Some component indicators were highly appreciated by the upper level, including developing and organizing the implementation of legal normative documents, administrative procedure reforms, apparatus reforms, and improving the quality of cadres and civil servants.

To maintain a high PAR Index ranking, improve the Satisfaction Index of Public Administration Services (SIPAS) and address the unimproved component indicators, the Ha Noi People’s Committee will direct agencies and units to focus on performing a number of key tasks.

Inparticular, the direction and administration work will be enhanced, clearly defining that the heads of administrative agencies at all levels take the direct and comprehensive responsibilities for the administrative reform performance.

The committee will also strengthen communication to raise awareness and support of the people, organizations and businesses for the administrative reform work, while regularly monitoring and promoting the implementation of tasks assigned by the city, ensuring they are finalized with the top quality and on schedule as required by the Government and the city.
