Ha Noi: changes from population ordinance implementation

VGP - The population scale, quality and structure of Ha Noi have seen remarkable changes since an ordinance on population was issued and came into effect in 2003.

By the end of 2012, Ha Noi’s population was over 7.04 million. The natural population increase was 12.71%, 12.49% and 15.35% in 2009, 2011, and 2012 respectively. Families with more than three children accounted for 7.99% and 7.34% of the population in 2009 and 2011 respectively. The total fertility rate was 2.06 children per woman.

Ha Noi has entered a period known as a 'golden population structure' with the working-age people accounting for over 60% of the population, providing sufficient human resources for the city’s economic development.

After the administrative boundary expansion taking effect in 2008, malnutrition rate among children under 5 years old dropped to 12.6% in 2009 and 8.1% in 2012. The average longevity reached 74.9 in 2009 while the Human Development Index (HDI) was 0.80 point in 2010, 0.73 point higher than the country’s index.

The above results are attributed to the efforts of the Department of Population and Family Planning, and the implementation of a scheme on prenatal and newborn screening and blood test services at all hospitals and health care units in communes and wards.

The department has also continuously implemented models of caring the elderly's health in the community, and provided premarital and reproductive health consultation services.

In addition, the city’s authorities, relevant agencies and localities have paid great attention to population and family planning work, particularly to communications campaigns to improve the public awareness.
