Estonia stands ready to support HN to build e-Government

VGP – Chairman of the Ha Noi municipal People’s Committee Nguyen Duc Chung hosted a reception on March 4 for Estonian Deputy FM Andres Rundu who was on a working visit to Viet Nam.

Estonian FM Andres Rundu praised Viet Nam as one of the fastest growing countries in Southeast Asia, expecting  the two countries' economic cooperation will be strengthened, on the basis of relations between Ha Noi and the Estonian localities. 

He also expected the Chairman of the Hanoi People's Committee as well as partners from Ha Noi and Viet Nam will come to Estonia to learn about Estonian e-government experience for mutual development.

Especially, Estonia has strength in information technology (IT) and smart solutions on public transport. Thus, Andres Rundu is looking forwards to understanding Ha Noi's priorities in this field and promoting future cooperation between the two sides.

In reply, Chairman  Chung agreed with Andres Rundu’s proposal, and briefed the guest on the capital’s socio-economic development and the city's goals in smart urban development and electronic government building.

As one of the 17 largest capitals in the world, in 2018, Ha Noi ranked first in Viet Nam in attracting foreign investment, the amount of investment in the last three years has made up 64% of the total over the past 30 years, Chairman Chung said. 

He added that city's average economic growth in the last eight years reached 7.85%. In the socio-economic development program, the city has made breakthroughs in highly qualified human resources training, infrastructure development and administrative reform. 

Regarding administrative reform, the city identifies IT as the main instrument

From December 2015 until now, Ha Noi has built a shared electronic administration from the city to districts and towns, Mr. Chung revealed. 

Up to 100% of Ha Noi enterprises now declare tax payment, while 100% of customs tax declaration, ID card and passport procedures are processed online as well and the city is working towards digitizing all data of its citizens, he said.

Besides, Ha Noi also built 6.5 million medical records and ensured the enrolment of primary and secondary students online. Till the end of 2019, all administrative procedures will be implemented at stages 3, 4 out of a four-level classification, said Mr. Chung./.
