Capital handles 1.6 million electronic dossiers

VGP – Over 1.6 million electronic dossiers have been handled online. The city provided 1,321 out of 1,796 administrative procedures and 75% of administrative procedures at grade 3 and grade 4, said Vice Chairman of Ha Noi municipal People’s Committee Ngo Van Quy.

The Vice Chairman made the announcement on July 23 while making a report at a video-teleconference on e-Government development on July 23 in Ha Noi. 

Mr. Quy added that the city has accelerated IT application and development in an effort to build smart urban area in a sustainable manner. 

Especially, the city defined e-Government building as the foundation for smart city building. 

Regarding IT infrastructure building, the city is maintaining a database center which is able to provide online public services and serve for online meetings. As of late Q3, 2019, 584 communes and wards were equipped with adequate facilities to hold online meetings. 

Specialized databases have been formulated including education (managing 2.2 million learners at 2,998 schools); healthcare (covering 7 million electric healthcare dossiers at 5,862 out of 6,881 medicine supply facilities); transport (with GPS supervisory system); construction (managing the systems of green trees, housing, offices, and social housing); inspection (managing the system on accusation letters).

So far, the online business registration rate hit 100%. Online investment granting hit 73%. The rate of tax registration accounted for 98.4%. Electronic tax payment rate was 94.6%, accounting for 20.2% of the national rate. 

The city is piloting electronic invoices in settlement of public administrative services, i-parking services, information supply on air monitoring, West lake water quality, amount of rain, flooding map, as well as quick response codes (QR) of agricultural product traceability. 

Vice Chairman Quy announced that in the coming time, the city will build and update the local e-Government in line with the Vietnamese e-Government framework (in 2.0 version) and perfect core databases on land, finance, and population.

In addition, the city will expand and exploit the Public service portal, one-stop-shop system to provide public services at grade 3 and grade 4; integrate digital signatures; widely expand electronic invoices and online payment for public services; and develop electronic commerce. 

The project on “Building smart city of Ha Noi by 2025 with a vision towards 2030 will be composed and issued. 

The city will deploy a smart city operation center; smart transport system, and smart tourism system./.
