The local authorities crafted management scenarios on socio-economic development and security in response to COVID-19 outbreak and deployed urgent solutions to resolve business difficulties and ensure social welfare. 

Specifically, the local authorities put aside over VND 1 trillion of local budget for the Social Policy Bank (Ha Noi branch) to re-lend the poor and people of beneficiaries in favor of job generation, agricultural development, building of new rural areas, and improving livelihoods./.
